About this file

This document is a Questions and Answers file for a federal laundry services contract opportunity.

The requirement is for laundry services at a hospital facility under a recurring IDIQ contract. The incumbent contract is Base IDIQ W81K00-21-D-0007, which was extended and ends January 31, 2027. The ordering period for the new contract runs from February 1, 2027 through January 31, 2032 (60 months), with the first task order beginning February 1, 2027. The guaranteed minimum order is $2,000 per FAR 52.216-19. The Government pays by the pound for most linens and by the piece for laboratory and doctor coats. Invoicing occurs monthly after services are rendered via WAWF using Invoice 2in1. Pickup and delivery occur at Building 650 from 0430 to 0630, Monday through Friday, when Government personnel are on site to conduct joint counts and sign laundry tickets. The Government provides laundry tickets with soiled linen; the contractor provides tickets with clean linen returned to the hospital, with the Government verifying clean linen weights. Damaged or lost items are rare (occurring once in five years) and are valued at Government market prices through mandatory Government sources, with both contractor and Government responsible for bringing damages to attention. The contractor must comply with mission-essential services outlined in Attachment 1 of the Performance Work Statement, which aligns with the 2009 memo labeled Attachment 3. Per DFARS 252.237-7015, values for the per-pound rate for lost or damaged articles and maximum allowable weight loss percentage have been inserted into the solicitation.

Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

This is a recurring requirement. The Base IDIQ is W81K00-21-D-0007 which was extended and ends on 31 January 2027.

Please supply/confirm the Government-provided laundry ticket format and whether the contractor must provide the blank ticket stock/forms (PWS 5.2.1.2–5.2.1.3 states, “Government laundry ticket supplied by the contractor”).

The Government sends a laundry ticket out with soiled linen. The Contractor provides their laundry ticket for clean linen coming back to the hospital. The Government does verify the clean linen weights.

For “Unserviceable Articles” and any items damaged during processing: please clarify (1) the dispute/claims process, (2) replacement valuation method, and (3) whether there are any price deductions/credits for damaged/lost items.

Fortunately, this has only happened once in five years. The hospital gets its linen through mandatory Government sources. Pricing would be the Government market price through those sources. Both the contractor and the Government should bring attention to any damages.

Is this a new requirement or is there an incumbent currently fulfilling this need? If there is an incumbent, could you please share the current contract number?

This is a recurring requirement. The Base IDIQ is W81K00-21-D-0007 which was extended and ends on 31 January 2027.

PERIOD OF PERFORMANCE

CLINs 0001, 0002, and 0003 each state the Ordering Period is 1 February 2027 through 30 September 2031, with the first task order beginning 1 February 2027. FAR 52.216-18 (Ordering) and the Addendum to FAR 52.212-1 both state 1 October 2026 through 30 September 2031. The Continuation of Deliveries or Performance section states a 60-month duration, which corresponds to the October 2026 start; a February 2027 start yields 56 months. Which start date governs, and how many priced periods should Exhibit A reflect?

The solicitation is corrected to reflect the ordering period, 1 February 2027 to 31 January 2032.

GUARANTEED MINIMUM

The CLIN descriptions identify the first task order as the minimum guarantee but do not state a dollar value or quantity. FAR 52.216-19 establishes a $2,000 minimum order. Please confirm the guaranteed minimum for the contract.

FAR 52.216-19 in the solicitation does guarantee the minimum order at $2,000 with the CLIN saying the guaranteed minimum is the amount of the first task order. This guarantees the first task order with be no less than $2,000.

LAUNDRY TICKETS — RESPONSIBILITY

PWS paragraph 3.2 lists laundry tickets as Government-furnished. PWS paragraphs 5.2.1.2, 5.2.1.3, and 5.2.11.1 each state the ticket is supplied by the Contractor. Please confirm which party furnishes the laundry tickets.

The Government sends a laundry ticket out with soiled linen. The Contractor provides their laundry ticket for clean linen coming back to the hospital. The Government does verify the clean linen weights.

DFARS 252.237-7015, LOSS OR DAMAGE (WEIGHT OF ARTICLES)

Paragraph (b), the per-pound rate payable for lost or damaged articles, and paragraph (e), the maximum allowable weight loss percentage, are both blank. Please provide both values, as they are direct inputs to price.

HOURS OF OPERATION VS. PICKUP AND DELIVERY SCHEDULE

PWS paragraph 1.8 states normal duty hours of 0700 to 1600. Technical Exhibit 2 establishes pickup and delivery at Building 650 from 0430 to 0630, Monday through Friday. Please confirm the 0430 to 0630 window governs and that loading dock access and personnel will be available during that window for the required joint count and ticket signature.

Yes, the 0430-0630 window, Monday – Friday, DOES govern loading dock access.

Government personnel are on site 0430 -0630 to receive clean linen and send out soiled linen.

(We want the linen to arrive before the clinics open.) The 0700-1600 is the normal operating hours for the clinics within the hospital.

MISSION-ESSENTIAL CONTRACTOR SERVICES ATTACHMENT

The attachment is referenced three ways: PWS paragraph 1.10 cites Attachment 1 dated 01 March 2026; DFARS 252.237-7023 and 252.237-7024 cite attachment 3 dated 18 November 2009; and the List of Contract Documents identifies Attachment 3, Mission Essential Services, dated 01 July 2026. Please confirm which attachment and date is current for purposes of the required plan.

Attachment 1 in the PWS outlines the same mission essential services as in the 2009 memo which is still valid and labeled attachment 3.

INVOICING

The Supplement to the PWS, paragraph 2, requires an itemized invoice no more than 30 days after the preventive maintenance service is completed. Please confirm this should read upon completion of laundry services, and confirm the intended invoicing frequency and that submission is via WAWF using Invoice 2in1.

Invoicing will be monthly after the services are rendered.

BASIS OF PAYMENT

The PWS refers to counts and/or weight throughout, and DFARS 252.237-7013, Instruction to Offerors (Bulk Weight), is incorporated. Please confirm whether payment is based on piece count, on poundage, or on a fixed monthly amount, and confirm that Exhibit A is structured accordingly.
