About this file

This is a Questions and Answers document issued by the County of Henrico, Virginia, Department of Finance, Purchasing Division, in response to bidder inquiries regarding IFB #26-2953-4JLG for Equipment Replacement and Repair Services for Sludge Belt Conveyor #1-3. The document clarifies key scope of work requirements and addresses eight substantive questions from potential bidders. Critical clarifications include confirmation that contractors must disconnect and reconnect all electrical components (instrumentation, conduit, junction boxes, and motors) associated with conveyor belt removal and rebuilding; existing electrical feeds and supplies are sufficient and do not require augmentation; contractors need only perform de-termination of existing equipment and new final terminations; newly supplied motors have been megged and require no additional testing by the contractor; and the County will empty the east side bunker to facilitate vac truck staging during cleaning operations. The document provides specific contact information for Schwing Bioset Inc., identifying Travis Muench (Service Operations Manager, 715-888-2586, tmuench@schwingbioset.com) as the designated subcontractor for inspection and commissioning of rebuilt conveyors.

The document addresses belt vulcanization requirements by confirming that while the County has no pre-approved companies for hot vulcanizing services, Pinter and Company INC's recommendation of Quality Conveyor Solutions has been accepted as an approved option. Regarding debris removal, the County acknowledges existing moisture accumulation in sub-level areas beneath conveyors #1 and #2 and clarifies that contractors must use non-leaking equipment during material transport to the disposal pad, with the County assuming responsibility for managing free liquids once material reaches the designated area, noting that free liquids reduce processing capacity and extend landfill preparation timelines.

Questions and Answers

May 20, 2026

1. The general scope of work and documentation provided does not specifically clarify the electrical services’ expectation for the correlating equipment that shall require determination(s) and new terminations.

Answer: Yes, the requirements (Attachment I., 2.2, p. 6) for electrical services could have been clearer. We want the Contractor to disconnect what is required to remove the parts being replaced. This includes instrumentation, conduit, junction boxes, motor, etc. that is part of the conveyor belt system. Whatever is disconnected and temporarily removed for the conveyor rebuild is required to be re-connected. We want a working conveyor when work completed.

2. Should the contractor assume that the existing feeds/supplies are sufficient and do not need additional feeds to service the correlating equipment?

Answer: Yes

3. Should the contractor assume that only de-terminating the existing equipment, and performing new final terminations, be the general electrical requirement?

Answer: Yes

4. Shall the contractor assume that the newly supplied motor has been megged and shall not need this service completed by the contractor?

Answer: Yes

5. Within Item II: Scope of Work, Section A, Item 3. It is stated that "The Successful Bidder hereby agrees that by submitting this bid, it will use the Schwing Bioset as subcontractor to inspect new parts installed and commission rebuild of SBCs". Please provide contact information for a representative with Schwing Bioset for this request.

Answer: Travis Muench Service Operations Manager Schwing Bioset Inc.

Mobile: 715-888-2586 tmuench@schwingbioset.com

6. Within Attachment I, Section II, sub section 2.3.2 "Hot Vulcanizing the new belt." It states; "This work shall be performed by a qualified company that is approved by the belt manufacturer." Please provide approved companies as specified.

Answer: I don’t have any at this time. I am reaching out to Schwing to see if company offered below is qualified. I did check their website. They look like they are qualified and belting is what they do.

7. Pinter and Company INC has assisted the following company on multiple occasions with belt replacements for other customers and have had good experiences with them, please advise if this company can be an approved option.

Quality Conveyor Solutions | Conveyor Belt | Composite Rollers Answer: Yes, they are an approved option.

8. Can the contractor assume that the bunker on the east side of SBC 3 will be empty at the time of rebuild for accessibility of a vac truck to be staged during cleaning requirements?

Answer: Bunker on the east side = sludge cake/biosolids storage areas. Yes, we will empty at time of rebuild for vac truck access.

9. There is currently existing residual moisture (i.e., rain water) accumulated within the sub level area beneath SBC 1 and 2 where the take up weights operate, during cleaning of this location, what should the protocol be for cleaning as the media outside of the weight guarding/containment exhibits residual moisture which shall inadvertently introduce "free liquids" in the media being cleaned.

Answer: As noted in Attachment I, 2.1.2, p. 5, leakage/spillage shall be prevented during transport to pad for disposal. Contractor shall use equipment that does not leak or spill material. We will deal with the moisture once the material is in the designated area on the pad. We can handle some free liquids, but it limits amounts that can be processed at a time and increases time required for preparation to be taken to the landfill.
