About this file
This document is an Invitation to Negotiate (ITN) issued by the Florida Division of Emergency Management for leased warehouse/office space and related infrastructure in Central Florida. The Division is seeking detailed and competitive proposals for a single-tenant facility between 400,000 and 450,000 square feet to serve as the Division's warehousing operations hub. The space must meet specific requirements for temperature and humidity control, cold storage, backup power, loading docks, and other specialized features. Responses are due by October 4, 2023, and the Division will negotiate with a shortlist of offerors from October 16 to November 9, 2023, with a planned lease commencement no later than July 2024.
The rental rate must include all operating expenses, and the lease agreement will require a 10-year term with one 5-year renewal option. The Division does not have any preferred 3PL relationships, but respondents are expected to partner with 3PL providers as needed. The Division will provide the existing inventory list and forecasted quantities during negotiations, and the selected offeror will be responsible for managing the inventory, warehouse management system, and other operational requirements.
