AFCENT Vindicator Upgrade.
General Information
Document Type: Questions and Answers
Solicitation Number: FA480324R0010
1. Incorporate the answers to the questions asked by vendors due to Pre-solicitation Visit dated April
17, 2024, to April 19, 2024.
1) Can the Gov confirm existing network infrastructure or rack space that may or may not be used to support the new equipment. If contractors need to include racks for new equipment in their proposal, please specify which areas.
Government Response: The existing network infrastructure will support any newly installed equipment and is currently supporting the existing systems. No new racks will be required to be installed by the KTR as current rack space is available at all locations.
2) Only (4) areas are labeled as SCIF (A2 SCIF, B1921 – Ops Floor SCIF, B1921 – ASUS SCIF, and B1904 – A23 SCIF). Can the Gov. confirm that these are the only areas that are to be treated as SCIFs in terms of hardware/software that contractors should include in their quotes or provide clarification regarding additional SCIFs that will be included within this scope of work if they are not explicitly labeled as such?
Government Response: There are five (5) spaces that are SCIFs. They are the 4 that are mentioned in the question plus the OSI Vault. No other space requires a SCIF level of treatment in this SOO.
3) B1904, and B1925/1927 are mentioned in 2.3. FACILITIES but are missing from the SOW introductory paragraph. Additionally, the SOO introductory paragraph itemizes "9 AF
(AFCENT) secure areas and facilities" and goes on to list (15) distinct areas. Can the Gov confirm that these are all located within the same building and provide basic floor maps that indicate each area’s location or minimum distance from each other so that labor efforts can be estimated precisely?
Government Response: B1904 was not mentioned in the opening paragraph. It was omitted by accident. B1925 and B1927 are included in the introductory paragraph. It's not all one building.
We can provide an overhead satellite map and floor plans of all the facilities where work is required. Many buildings have multiple spaces that require work.
4) Card presentation and Personal Identification Number (PIN) shall provide the access control for all 9 AF (AFCENT) facilities. Only GSA approved installers as outlined in the Navy Lock
Program guidance shall install door lock equipment and mechanisms. IDS/ACS installers shall procure and install GSA approved high-security locks for pedestrian secured doors. Can the
Gov provide the exact quantity of doors within this SOW that will need to be handled by GSA approved installers? Additionally, if the Gov can also provide the lock types in addition to the quantities that this statement is meant to cover, that would enable contractors to provide more accurate quotes.
Government Response: 3 of the 5 SCIF doors identified in the SOW that use X-10 and CDX-
10 locks require the installers to possess that certification. The B1921 ASUS SCIF isn't complete, so it needs either lock installed. The remaining SCIFs require diagnosis to determine what is needed for them to function properly. Additionally, if the Gov can also provide the lock types in addition to the quantities that this statement is meant to cover, that would enable contractors to provide more accurate quotes.
5) B1902 – Coalition (97% complete interior construction): Add V5 ACS controller, upgrade the firmware, necessary input and output boards, add card readers, motions and BMS as needed.
Include IDS to the communications room. The contractor will have to run conduit as none is provided. This will be integrated into the existing system. Additionally, if the Gov can also provide the lock types in addition to the quantities that this statement is meant to cover, that would enable contractors to provide more accurate quotes. V5s are no longer available. Will a
V6 be accepted as an alternative solution?
Government Response: The V6 CCU is not needed. The V3 ACS is a suitable substitute.
6) B1925/1927 – Network Control Center (connected buildings) If any of the existing V5s mentioned in this scope are unable to meet compliance for any reason, and a new V5 is determined as needed for any given area, can contractors bid a V6 in its place since V5s are no longer available? Additionally, if the Gov can specify acceptable hardware criteria for such a scenario that may prove helpful (V3 with 1500, V6 with SIM Modules, etc)
Government Response: The V3 is an acceptable alternative.
7) MOAB: Is there an available port on the existing system for the new door?
Government Response: There should be a few ports that are available.
8) Bldg. 1926: Will SOO being changed for this bldg. 1926 to diagnose and fix current issues as well as Field device refresh?
Government Response: Yes, this should be to diagnose and fix current issues as well as
Field device refresh. It’s been out of sustainment long enough to gather multiple errors.
9) Bldg. 1941: Will diagnose and fix be added to the SOO?
Government Response: Yes, for the same reason as B1926. The KTR will have to dedicate labor hours to find out what is wrong. We don’t anticipate any additional costs after the diagnosis would be significant. The equipment if new.
10) Are we to include another rack for the Vindicator equipment in comm closet of the security office? This was requested to separate VICADS and VIND.
Government Response: Yes. FP would prefer the VICADS and Vindicator be within their own racks within the security office server room.
11) Bldg. 1130: Any specifications on lock for roof access hatch?
Government Response: The SSO office will provide the lock for the access hatch inside the
SCIF space.
12) Bldg. 1130: Does the STO want a VSC or Area Commander for the replacement arm / disarm reader?
Government Response: VSC.
13) Will glass breaks or motion detectors be spec’d for STO?
Government Response: What is currently being installed on SCIF space windows will be applied in the STO area.
14) Main Entry Doors: (Exterior doors only) Diagnose and repair electrical strike and ACS power issue of the existing system. Basement Entry Doors: Parking lot double doors and loading ramp double doors. Diagnose and repair electrical strike and ACS power issue of the existing system.
Government Response: Yes; however, FP prefers this effort consists of removing the current electric strike equipment and install maglocks for main entry/elevator doors. **NOTE** acquisition/instillation of emergency exit buttons will need to be a part of this effort.
15) In all facilities, there are Vindicator and Field devices that are no longer on the AF CMD or procurable. Can the government define better:
Government Response: A. Replace/upgrade Vindicator devices that can still be upgraded/used? Yes.
B. Replace all field devices (Motions, BMS's, and cameras) which are listed on the CMD? Yes.
All warranties from original install are now void.
C. Replace all card readers to the HID PIV class? Yes.
16) Bldg. 216: How many card readers with kid-pads or identify rooms or doors where the car readers need to be installed.
Government Response: 3rd floor double doors on elevator side we need one two (2) in card reader/keypad on the right side (from elevator) and a two (2) out card reader (no keypad) on the right side (when you exit the main floor going to the elevator). The height of the ACS placement will be similar to the exterior doors at B1130.
17) Bldg. 1130, A2 SCIF: Total card readers/keypads 4? For rooms 136, 137, 228, 216.
Government Response: Correct. Only those 4 room additions. The remaining ACS is on sustainment.
18) Bldg. 1902 and Bldg. 1921: Can we provide a draw of the building/SCIF to allow vendors to estimate how many card readers, motions, boards and BMS are needed?
Government Response: We have floor plans available now. They will be provided upon request.
19) Bldg. 1130 Does the SOO include camera replacements for A2 SCIF area?
Government Response: We don’t want to deviate from what we have currently on the solicitation, which doesn’t ask for it. If we discover that the cameras lose functionality due to the system upgrade, then we’ll need address it as a modification. It’s safe to assume in that case that new cameras would be needed.
20) Bldg. 1130: Is this only required for doors that require SDC50 rating and X10 locks?
Government Response: Correct. Navy Lock Program certification is required for installation and/or repair of the vault-type locks.
21) Bldg. 1130: I mentioned during the walkthrough that USAFCENT has identified the desire for the front main exterior, elevator, and loading ramp doors to be independent (in/out) is this effort able to address this request?
Government Response: This adjustment doesn’t require additional equipment or labor. The
Security Office will need to be ‘burned-in’ (I don’t remember the technical term). During that time, they can set that option in the ‘door groups’, at the request of the customer.
22) Bldg. 216: Does the cabling need to be in Conduit? Will j-hooks be acceptable? Confirm no
IDS?
Government Response: Confirmed. No IDS. J-hooks are fine.
23) Bldg. 1411: Will the only cameras be for the SCIF?
Government Response: Yes. Same applies to all SCIFS. If the cameras go out do to an upgrade and only new cameras are compatible then we will have to mod to add that.
