AFCENT Vindicator Upgrade.
General Information:

1. The purpose of this amendment is to incorporate the answers to the questions and answers.
1) Are Ceilings Suspended? Or Hard Lid?
Government Response: Suspended.
2) Is there existing Cable Trays for wiring above ceilings?
Government Response: No for B1902, B1903, and B1921 Annex. Yes, for all others.
3) Can Existing Wiring be utilized?
Government Response: Yes.
4) Is a “UPS” required? If so, What Time/Power Duration is required?
Government Response: UPS requirement for SCIFs are outlined in ICD-ICS 705. We also require that same standard for the SA/IDS equipment that is located in our B1130 Security
Office.
5) Are “Or Equal” Equipment substitutions allowed?
Government Response: This is a Honeywell vindicator requirement, other parts or required substitution must be listed in the CMD list dated 29 April 2024.
6) Is “Plenum Wire” acceptable?
7) Is “After Hours Access” for said work, available to contractor at no add’l cost to the Gov’t?
Government Response: They can have after hour access if they have a secret or TS in all locations except the SCIFs. They can get an unescorted badge for all the other building if they’re cleared. The SCIF SSOs will provide escorts but NOT after hours.
8) What is the height of Exterior Cameras? (If any)
Government Response: The exterior door cameras are 10’ off the ground.
9) Please provide/post other “Q & A” requests.
Government Response: Question and answer have been posted in SAM.gov
10) Please provide a list of equipment to be installed
Government Response: The Government is relying on the expertise of Industry to provide and identify the parts required to meet the SOO.
11) Are there pipe chases between floors?
12) What is the range of the budget for this project, and is it already appropriated?
Government Response: We are not providing the budget.
13) Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?
Government Response: The Government does not anticipate progress payments. However, if the contractor buys the parts and they are delivered to Shaw AFB, the Government can approve a partial payment with receipts. This is not contract financing, however, it is possible to pay for partial delivery.
14) How many feet of new wire will have to be run?
Government Response: Contractor needs to make that determination.
15) What kind of cipher lock and quantities are required e.g. X-10
Government Response: No cipher locks on this contract.
