STATEMENT OF OBJECTIVES SHAW AFB AFCENT VINDICATOR UPGRADE

I. Purpose:

Install Situational Awareness (SA)/Intrusion Detection Systems (IDS) and Access Control

Systems (ACS), 9 AF (AFCENT), Shaw AFB, SC. Diagnose and fix (upgrade and replace if necessary) existing SA/IDS and ACS to full operational capability and integration with the existing system located at the 20th Security Forces Squadron Base Defense Operations Center (BDOC).

II. Scope or Mission:

Full SA/IDS and ACS install of Building B1902, and B1921 ASUS SCIF. Diagnose and fix

(upgrade and replace if necessary) AFCENT systems, specifically: B1130 Main Entry Exterior

Doors, B1130 Basement Entry Doors, B1130 A2 SCIF, B1130 OSI Vault, B1130 Security Office, B1102 ACS, B216 3rd Floor Battle Lab/MDA, B1921 Ops Floor SCIF, B1921 Room 108 COMMS

Closet, B1903 Alt Ops Floor/MDA, B1904 SCIF – ACS install for Rooms 103, 104 and 111, B1904

609 ACOMS COMMS Closet install IDS, B1925/B1927 Network Control Center, B1910 Network

Control, B1917 COMMS Warehouse, B1919 COMMS, B1926 COMMS Warehouse, B1941 A6

Swing-space, B1411 ACSand Windows 10 upgrade. Diagnose, fix, and install ACS: B1000 MOAB room 129 COMM server room, 226th Combat Communications Group (Alabama Air National

Guard), 1000 Airbase Boulevard, Montgomery AL.

III. Period and Place of Performance:

~ 6 Months at Shaw AFB, SC and Montgomery, AL.

IV. Background:

AFCENT will need the Contractor to procure and install Department of Defense (DoD) approved

IDS equipment that complies with Chapter 7 of Technical Specifications for Construction and

Management of Sensitive Compartmented Information Facilities: version 1.5.1 IC Tech Spec – for

ICD/ICS 705, (specified in attachment 1) UL 2050: Extent of Protection #3 (specified in attachment

2) and the Non-Nuclear Configuration Management Database (CMD) approved equipment list April

29, 2024 (specified in attachment 2). Furthermore, the contractor will need to ensure the IDS is integrated into the Shaw Air Force Base Vindicator IDS head end monitoring equipment for security reporting and alerting and annunciate at the Base Defense Operations Center (BDOC). Contractor will need to protect the cabling between the sensors and the annunciator (called the detection loop) for the IDS. IDS cabling may be routed in rigid metal conduit semi-rigid conduit, or equivalent raceways. These materials must comply with national electric code and ICD-705 standards. Card presentation and Personal Identification Number (PIN) will need to provide the access control for all

9 AF (AFCENT) facilities. Only GSA approved installers as outlined in the Navy Lock Program guidance should install SCIF door lock equipment and mechanisms. IDS/ACS installers will need to procure and install GSA approved high-security locks for pedestrian secured doors. All SCIF enrollment needs to occur at their respective SCIFs. Enrollment for access to B1130, B1102, and

B216 will occur at the B1130 Security Office. Enrollment for access to B1921, B1902, B1903, B1904 COMMS CLOSET will occur at the B1923 Security Office. Enrollment for B1925, B1910, B1917, B1919, B1926, B1927, B1941 and B1000 - MOAB will occur at the B1925 Security Office.

B1000 will also maintain enrollment for their access systems. Enrollment for B1411 will occur at

B1411.

NOTE: Any replacement parts provided by the contractor which do not comply with the above specifications will be replaced at no cost to the government.

V. Performance Objectives:

1. B216 – 3rd Floor Battle Lab/MDA. This project is the #2 priority for install: Add in/out card readers with keypads to the 3rd floor elevator lobby double doors. These will be integrated with the B1130 Security

Office. To ensure integration with the B1130 Security Office a door group will need to be added to the existing B1130 Security Office V5.

2. B1102 – AFCENT Staff: Upgrade the V5 IDS/ACS firmware located at the 3 entrances into the 1st Floor

(specifically the lobby entrance, the lobby back entrance and the entrance for the Command Section on the north end of the 1st floor). The V5 system (located in the COMMS room adjacent the stairwell) is running

Win 7 and will need to upgrade to Win 10. These will be integrated into the existing system.

3. B1130 – AFCENT HQ. This project is the #4 priority: Areas of need are the special technical operations

(STO) area, sensitive compartmented information facility (SCIF), Office of Special Investigation (SCIF)

Vault, and Security Office. Add card readers, motion and Balance Magnetic Switch (BMS) as needed. These will be integrated into the existing system. Upgrade the firmware, necessary input boards. A UHS 1500 solution AES-1500T for relocating/adding motion sensors throughout the area. This will need to integrate with the Security Office and Shaw Security Forces (20 SFS) BDOC.

a. Main Entry Doors (exterior doors only): Diagnose and repair electrical strike and ACS power issue of the existing system.

b. Basement Entry Doors: Parking lot double doors and loading ramp double doors. Magnetic locks sometimes will not disengage with card and keypad presentation. Diagnose and repair electrical strike and ACS power issue of the existing system.

c. A2 SCIF: Add card readers/keypads (located in rooms 136, 137, 228, and 216), and replace the motion sensors and BMS as needed. Replace VCC/VBM located in room 137. Needs complete sensor refresh/addition. Procure and install Uninterrupted Power Supply (UPS) to work with current server rack configuration.

d. OSI Vault: Add a Vindicator Site Commander (VSC), upgrade all firmware, and add a

Security Archive Workstation (SAW) to be integrated into the existing system.

e. Security Office: BDOC and the B1130 Security Office VICADS are not compatible. The video system at the Security Office would need to be decommissioned and the cameras enrolled in BDOC. The

Security Office VICADS will have to be configured to view cameras and search for archived video. There are

31 cameras that feed to the VICADS but only 3 being displayed. When the VICADS is configured the contractor will need to diagnose and fix or replace any cameras that are not displaying. Connect the V5 ACS located in Room 123 server room to the VSC in the Security Office. Diagnose and repair soft-wall issue with

VICADS in RM 175B and add soft-wall in the Security Office Bay located in RM 175A.

4. B1411: Provide and install ACS for interior and exterior doors. The system runs on Win 7 and needs to be upgraded to Win 10. There are 2 ACS that need to be installed/replaced and tied into the VBM/SAW located in room 113. There is only one ACS that ties to BDOC located at the SCIF door. Conduit will need to run for the additional card reader/keypads and tied to the VBM/SAW for enrollment. The ACS locations will be for both interior lobby entry/exit doors.. This will need to integrate into the existing system.

5. B1902 – Coalition (97% complete interior construction). This project is the #3 priority for install and does not have any SA/IDS/ACS: Add V5 ACS controller (a V3 is a suitable replacement), upgrade the firmware, necessary input and output boards, add card readers, motions and BMS as needed. There is suitable rack space available. Include IDS to the COMMS room. The contractor will have to run conduit as none is provided. This will need to be integrated into BDOC.

6. B1903 – Alt Ops Floor/MDA: Add a workstation and upgrade the firmware as required. Include a badging workstation, with upgraded firmware for enrollment as well. These will be integrated into the existing system.

7. B1904 – A23 SCIF: Add new card readers/keypads and associated door hardware, electronic strikes for rooms 103,104 and 111.

8. B1910 – Network Control: Rear door: Exit button must be held in to open the door. Door locks and immediately locks when badging in or out. but changes your location from in to outside (or out to inside) without the door being opened. Add in/out card readers with keypads with integration to the B1925 V5.

9. B1917 – COMMS Warehouse: Replace the in/out card reader/keypads with integration to the B1925 V5.

10. B1919 – COMMS: Front door: Exit button must be held in to open the door. When badge is used, it takes

10-15 seconds for the lock to engage. Add in/out card readers with keypads with integration to the B1925 V5.

11. B1921:

a. Ops Floor SCIF: Add a VSC, upgrade all V5 firmware(s), and add card readers, motions and

BMS as required. We have also included a standalone SAW workstation and IDS to the communications room and Passive Infrared (PIR) in room 119. These will be integrated into the existing system.

b. ASUS SCIF: “New SCIF Annex”. Procure and install VCC/VBM Keycard Readers, BMS’s, Motions, UPS, conduit, drops, network switch.

c. Room 108 COMMS Closet: Add ACS System to include V3 or equivalent and card reader.

12. B1925/1927 – Network Control Center (connected buildings): The system is running Win 7 and will need to be upgraded to Win 10. B1925 Front door: Seems to lose connection to the server. At times it will let you badge in and open the door but error when you try to badge out. The system will show you still outside and unable to enter the inside doors (Foyer/Server room). It also, works the other way, if you are inside when it loses its connection, it will let you badge out but not back in (locking you out of all buildings). it will fix itself sometime but usually needs the server and/or V5 rebooted to fix the issue. Upgrade the V5 IDS/ACS firmware, add a site commander, and add a card reader as required. These will be integrated into the existing system.

13. B1926 – COMMS Warehouse: Front door: Keypad has no power/lights. Rear door: Will unlock, but you must pull hard to get the door to open. If not, it will log you into the building and you are locked outside. Add in/out card readers with keypads with integration to the B1925 V5.

14. B1941 – A6 Swing-space: Front door: Magnet doesn’t hold the door locked. Allows you to badge in but doesn’t change your location (inside/outside). As a result, you are not able to badge out. Training room door:

Magnet doesn’t hold the door locked. You can badge in but doesn’t change your location (inside/outside – it doesn’t register that you’ve badged in, so you can’t badge out). Upgrade the ACS firmware. This will need to integrate into the existing system.

15. B1000 – MOAB: Front and rear door: Exit button must be held in to open the door. Add in/out card reader with keypad to room 129 (COMM server room). All current card readers (2 exterior doors and 6 interior door) in B1000 will need to integrate to the B1925 V5, at Shaw AFB. Enrollment: B1000 and B1925 will control enrollments for all systems at B1000.
