About this file
This document contains Questions and Answers (Q&A) from the City of Philadelphia's Office of Community Empowerment and Opportunity (CEO) regarding a Customer Relationship Management (CRM)/outreach platform replacement RFP (Opportunity #21260730122703). The City seeks to replace its current NGP VAN system with a comprehensive CRM solution that supports door-to-door canvassing, phone banking, texting, email communications, event management, case management, and resident data analytics. The RFP responses were due September 14, 2026, with questions deadline of August 24, 2026, and an optional pre-proposal meeting held on August 14, 2026. The anticipated award date is October 5, 2026, with project start date of November 5, 2026 and target go-live within 6-9 months. The initial contract term does not exceed one year without City Council authorization, with potential additional terms up to five years total. Key integrations required at launch include Peerly (P2P texting), Spokephone/Twilio/MMS (A2P texting), and Salesforce, with day-one mobile canvassing support for up to 100 concurrent users across city-managed and personally-owned devices.
The anticipated contract value range is $0 to $118,000 for the performance period of November 5, 2026 through June 30, 2027, encompassing all software licensing, implementation, training, warranty, maintenance, and support costs. The City currently manages approximately 267 survey questions, 29 scripts, 139 sign-up forms, 11 campaigns across 3 outreach programs, and 150-180 annual events with typical capacities of 60 participants. The Department anticipates 5 administrators with full permissions, 10 local administrators, and 50-100 customizable-access users, plus up to 100 external volunteers for canvassing and phone banking. Annual operational volumes include approximately 60,000 outbound calls, 684,000 SMS/MMS messages, and 150,000 emails. All vendors must demonstrate minimum 5 years' experience in software design, integration, testing, and operations support; comply with City IT security standards including FIPS 199, AES-256 encryption, TLS 1.3, multi-factor authentication, and WCAG 2.1 AA accessibility; maintain cyber insurance of minimum $2 million per claim; and prohibit data offshoring beyond the United States. Local Business Entity certification under Philadelphia Mayoral Executive Order No. 04-12 carries scoring weight in evaluation.

Where possible, the Department relies primarily on the combination of first, last name and birth date to authoritatively identify clients as unique and de-duplicated in real time. For some outreach campaigns where date of birth is unavailable we use the combination of name and contact information (eg address or phone number). For this reason. it will be important for the platform to facilitate a "possible duplicate review" process after initial data
40 3.3 Proposal Contents
How does CEO currently determine household relationships, and should household-level information be maintained independently from individual resident records?

49 3.3 Proposal
What information must be returned to CEO to consider a referral completed, such as acceptance, service provided, disposition, outcome, or resident confirmation?
