About this file

This document is an Addendum to an Invitation for Bid (IFB) issued by the California Department of General Services - Procurement Division (DGS-PD) on behalf of the California Department of Corrections and Rehabilitation (CDCR) for the procurement of NCCER Core Curriculum, 6th Edition books and related educational materials. The contract covers the delivery of 5,360 units of various NCCER textbooks and the National Electrical Code to over 30 CDCR adult correctional institutions across Imperial County, Kern County, and Kings County. Bids are due by September 11, 2024, at 2:00 PM PT, and deliveries must be completed within 45 calendar days after receipt of the purchase order. The contract will be awarded on an "All or None" basis to the responsive and responsible bidder with the lowest cost.

The addendum provides responses to various questions from bidders, including clarification on delivery site docks, the specific version of the National Electrical Code required, and the requirement for a Seller's Permit. It also confirms that the requesting agency plans to order all the books at once and has not previously purchased these textbooks. The solicitation includes several socioeconomic programs and preferences, such as the Disabled Veteran Business Enterprise (DVBE) Program, Small Business Preference, and the Target Area Contract Preference Act (TACPA). The contract award will be subject to the Alternative Protest Process, and the solicitation does not provide details on incumbent vendors, current contract values, or available budget ranges for this procurement.
