About this file

This document is Addendum #1 for a Request for Proposal (RFP #S-63500-00012378) issued by the Oregon Department of Fish and Wildlife (ODFW) related to the chemical treatment of aquatic invasive Ludwigia plant at Palensky Wildlife Area. The addendum contains questions and answers from a mandatory pre-bid conference held on 04/02/25, providing clarifications about the procurement. Two specific questions were addressed: first, regarding COBID (Certification Office for Business Inclusion and Diversity) certification's impact on the solicitation, and second, about using an Argo vehicle for application and motorized vehicle access at Horseshoe Lake.

The addendum confirms that ODFW does not currently have a policy requiring preference for COBID vendors, though they make efforts to be inclusive with procurements over a certain dollar limit. Regarding vehicle access, the document explicitly states there are no restrictions for motorized vehicles at Horseshoe Lake, with the caveat that contractors must avoid ground disturbance, bank damage, erosion, and impacts to wildlife and native vegetation. The addendum was prepared by an ODFW representative and serves to provide informational clarifications that do not constitute changes to the original RFP's terms, conditions, technical specifications, or requirements.

ADDENDUM #1

RFP #S-63500-00012378

CHEMICAL TREATMENT OF AQUATIC INVASIVE

PLANT LUDWIGIA AT PALENSKY WILDLIFE AREA

DATE: April 8, 2025

QUESTIONS AND ANSWERS:

Following are questions asked during the Mandatory pre-bid conference held on 04/02/25 OR received by Proposers and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the RFP.

Question 1: Does a COBID certification have any impact on the decision for this solicitation? I see that it is not listed as a requirement?

Answer 1: ODFW does not currently have a policy to where we have to give preference to COBID vendors (similar to what I’m sure you are seeing with ODOT), however we do make efforts to be inclusive with all procurement over a certain dollar limit.

Question 2: Can we use our Argo for the application and one of the gentleman stated that he would have to review the contract to see if motorized vehicles are allowed in the water or not?

Answer 2: There are no restrictions to motorized vehicle access to Horseshoe Lake.

However, ground disturbance or digging, damage to banks or increased erosion, and impacts to wildlife and native vegetation must be avoided.
