About this file
This is a Questions and Answers document issued by the Oregon Department of Transportation (ODOT) in response to vendor inquiries regarding RFCQ #S-73000-00016379 for the 2026 ESB US101 Fence Replacement project in Gold Beach, Curry County. The project requires the reconstruction of 726 feet of Type 2 barbed and woven wire fence along US Highway 101 at milepost 324.5. The scope of work specifies that metal T-posts must be installed to match the existing installation, with concrete footings and braces required only where two previously compromised braces need reinstallation; all other sections require only line post installation per standard drawings. The fence will be installed in straight alignment with provisions to shift the line slightly toward the highway if tree stumps interfere with alignment. Installation extends from an intermediate end post on the south end to a gate post on the north side, with connections to existing T-posts marked with orange ribbon. The bid submission deadline is April 16, 2026, with substantial completion required by June 15, 2026, and final completion by June 26, 2026.
The project is restricted to Emerging Small Business (ESB) certified contractors registered with Oregon's Certification Office for Business Inclusion and Diversity (COBID), with contractors required to perform at least 51 percent of labor using their own workforce. Award will be made to the lowest responsive, responsible offeror, with quotes remaining firm for a minimum of 30 calendar days from closing. Contractors must hold a current State Construction Contractors Board (CCB) license, maintain a Public Works bond, and submit certificates of commercial general liability insurance with per-occurrence limits of $1,000,000 and annual aggregate limits of $2,000,000, along with commercial automobile liability insurance at $1,000,000 per occurrence. Performance and payment bonds equal to the contract price are required throughout project duration. Liquidated damages are assessed at $50.00 per calendar day for delays beyond the substantial completion date. No specific budget is disclosed, with contract price determined by competitive quotes for unit-priced items subject to potential retainage not exceeding five percent in accordance with Oregon Revised Statutes.
