About this file
This is a Questions and Answers document issued by the Oregon Department of Transportation (ODOT) Procurement Office in response to inquiries regarding RFP #S-73000-00014932 for Value Engineering Facilitation Services. The RFP seeks to establish price agreements with a minimum of three consultant firms to provide value engineering facilitation services for state and local transportation infrastructure projects exceeding $25 million in total value. Primary deliverables include pre-workshop coordination, facilitation of virtual value engineering workshops not to exceed 45 hours, and preparation of comprehensive value engineering reports containing findings, recommendations, and cost/schedule comparisons. All proposed Value Engineering Facilitators must be currently certified in good standing by SAVE International as a Certified Value Specialist (CVS). The RFP submission deadline is April 6, 2026, with proposal evaluations expected within 21 calendar days of bid opening, agency notification of intent to award within 3 business days thereafter, and a 7-calendar-day selection protest period following the intent to award notice. Price agreements are anticipated to be effective by March 2026, with an initial work order assignment period not to exceed 5 years from execution date and potential extensions for up to 3 additional years.
The collective maximum not-to-exceed amount for all price agreements is $5,000,000, shared among all selected firms, with no guarantee of minimum or maximum purchase amounts to individual contractors. Compensation for individual work orders may be structured through Cost-Plus-Fixed-Fee, Fixed Price, Time and Materials, or Price Per Unit arrangements. Consultant labor costs are limited to approved direct salary rates or Negotiated Billing Rates, with allowable indirect costs determined through agency-approved cost rate calculations. A Certified Small Business Aspirational Target of 12% applies to state-funded work orders exceeding $100,000, while Disadvantaged Business Enterprise program requirements have been suspended pending federal reevaluation. Professional Liability insurance of $1,000,000 per claim and $2,000,000 annual aggregate is required, along with Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate. The Questions and Answers document clarifies that Attachment D regarding facilitator qualifications has been uploaded to OregonBuys and that reference forms are not required for proposal submission.
