About this file

This is an attachment detailing facilitator qualifications for an RFP issued by the Oregon Department of Transportation (ODOT) for Value Engineering Facilitation Services. The solicitation seeks to establish price agreements with a minimum of three consultant firms to provide value engineering facilitation services for state and local transportation infrastructure projects exceeding $25 million in total value. Services include pre-workshop coordination, facilitation of virtual value engineering workshops not to exceed 45 hours, and preparation of comprehensive value engineering reports containing findings, recommendations, and cost/schedule comparisons. The RFP submission deadline is April 6, 2026, with proposal evaluations expected to be completed within 21 calendar days of bid opening and agency notification of intent to award within 3 business days thereafter. A 7-calendar-day selection protest period will follow the intent to award notice. Price agreements are anticipated to be effective by March 2026, with an initial work order assignment period not to exceed 5 years from execution date and potential extensions for up to 3 additional years. The attachment itself requires facilitators to provide their name, years and months of Certified Value Specialist (CVS) certification, the number of virtual transportation infrastructure value engineering studies led in all phases from 2020 to 2026, and a detailed list of such studies including agency name, project name, and workshop dates.

Proposals will be evaluated on a 315-point scale comprised of facilitator qualifications (75 points), facilitator experience (30 points), work sample value engineering reports (100 points), clarity and conformity of proposal requirements (10 points), and potential interviews or follow-up questions (up to 100 additional points). All proposed Value Engineering Facilitators must be currently certified in good standing by SAVE International as a Certified Value Specialist (CVS). The collective maximum not-to-exceed amount for all price agreements is $5,000,000 shared among all selected firms, with no guarantee of minimum or maximum purchase amounts for individual contractors. Compensation may be structured through multiple arrangements including Cost-Plus-Fixed-Fee (CPFF), Fixed Price, Time and Materials (T&M), or Price Per Unit. For state-funded work orders exceeding $100,000, a Certified Small Business Aspirational Target of 12% applies. Professional Liability insurance with limits of $1,000,000 per claim and $2,000,000 annual aggregate and Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate are required. The Disadvantaged Business Enterprise (DBE) program requirements have been suspended as of October 3, 2025, pending federal reevaluation.
