About this file
The file "Questions and Answers 1-ISF-Fireworks.docx" involves the Illinois Department of Agriculture's procurement for fireworks display services for the Illinois State Fair from 2025 to 2028. The contract requires nine specific fireworks displays annually, to be performed on designated days including County Fairs and Horse Racing Day, Agriculture Day, Kids Day, Veteran's Day, Senior and Scout Day, Governor's Day, First Responders and Healthcare Heroes Day, Park District/Conservation Day, and Family Day. Each display must be conducted within a 350-foot firing site at the Illinois State Fairgrounds, beginning around 10:00 p.m., lasting a minimum of 20 minutes, and complying with National Fire Protection Association Code 1123. The displays must be electronically fired without subcontractors or reloads, with the contract period running from July 1, 2025, to June 30, 2029, and the proposal due date set for April 8, 2025.
The procurement includes a Small Business Set-Aside Program Waiver, allowing for broader vendor selection due to potential qualification limitations for small businesses. Insurance requirements are substantial, mandating $1,000,000 per occurrence and $2,000,000 annual aggregate for general commercial liability, $1,000,000 for auto liability, and workers' compensation coverage. The initial estimated contract value is approximately $80,000, to be executed through the State of Illinois' procurement system with the BidBuy BID Number B-47187. Potential vendors must provide comprehensive documentation demonstrating compliance with state certifications, ethical standards, tax compliance, and background check requirements, with the procurement specifically targeting vendors with specialized expertise in large-scale, professional fireworks display services.
