Question and Answer (Q&A) Set # 2
Item
IFB Section
Question
State’s Response
2-1
IFB Section 52, Delivery Locations
Where will the extractors be installed due to ambient temperature concerns?
Extractors and dryers will be installed at facilities across the state. This may include fire stations, conservation camps, warehouses, and similar facilities.
2-2
IFB Section 57, Installation
How will accessory type items need to be quoted? i.e. base frames, troughs/sumps, gravity vs pump drain.
The Contractor will not be permitted to charge the ordering agency for installation parts. The installation price as bid must include all accessory items needed to set/secure units in place and render said units operational.
2-3
IFB Section 1, Scope
Is detergent and disinfectant to be included in the cost of the extractor? If so, what size? 1 gallon or 5 gallon
No. This would be considered a separate item and outside the scope of the resulting contract. Consumable items will need to be purchased outside the contract.
2-4
IFB Section 52, Delivery Locations
If the ordering agency purchases an extractor for installation at a later date, will the extractor be shipped to a Cal Fire main warehouse hub or shipped directly to the fire station?
This would be dependent on the ordering agencies facility needs. Deliveries shall be made to the location specified on the individual purchase order.
2-5
Attachment A – Pricing Workbook
Can capacities near those stated in the pricing workbook be substituted? i.e. 60 lb unit in leu of a 55 lb unit if the manufacturer doesn’t produce a unit near those stated?
This was answered in Question & Answer Set 1. No, the capacity of the proposed product must match the capacity listed for the line item.
2-6
N/A
NFPA 1851 recommends a minimum size extractor of 30 lbs/4 cubic feet per Annex A.7.3.5. Why is a 20 lb. extractor listed on the bid?
CAL FIRE has chosen to allow the 20 LB machines due to the requirements at some facilities. The 20 LB extractors must otherwise meet the applicable NFPA 1851 criteria.
2-7
N/A
Can gear cabinets be substituted for portable dryers?
No. Per CAL FIRE policy, gear drying cabinets cannot be substituted for portable dryers.
2-8
N/A
Are you requesting heated or non-heated portable dryers?
Heated or ambient air.
2-9
IFB Section 57, Installation
Because installation of extractors falls under Labor code section 1720, will Department of Industrial Relations prevailing wage numbers need to be supplied for each extractor installation project?
The installation requirements will be plug and play, there are no public works elements to the installation that will be done by the Contractor. The ordering location will have the infrastructure already in place.
2-10
IFB Section 57, Installation
Will the installation of equipment fall under prevailing wage, and will DIR project IDs be supplied to each location where installation takes place? Will certified payroll be necessary at time of invoicing?
The installation will not fall under prevailing wage, and no, a DIR project ID will not be needed. No certified payroll will not be necessary at the time of invoicing, as the installation requirements will be plug and play.
2-11
N/A
What is the maximum distance allowed for hot and cold water connection points and electrical disconnect box from extractors final location?
This is facility specific and cannot be generalized, as the infrastructure will vary.
2-12
IFB Section 61, Warranty
Beyond the one-year warranty for labor and parts, what is the warranty expectation of extractors and dryers?
There is no requirement that warranties beyond one year be provided. However, the Contractor must honor all manufacturers’ warranties and guarantees as well as any additional warranties provided by the Contractor, which may include warranties beyond one year.
2-13
IFB Section 1, Scope; IFB Section 43, Product Substitutions; and Attachment 2 Specification 3510-BS-0189764
The current NFPA 1851-2020 standard is becoming NFPA 1850 due to the NFPA consolidation plan. The projected time of change is Fall 2025. Once the NFPA 1850 standard is implemented, the required wash and dry temperatures are increasing from 105 degrees to 120 degrees. Will you require all extractors to be changed to this new setting?
The specification requires that the equipment meet the current NFPA Standards. If NFPA 1850 is adopted, the State may attempt to work with the Contractor to implement product substitutions in order to meet the new standards. Please see Addendum 3, IFB Section 43, Product Substitutions.
2-14
Attachment 2 Specification 3510-BS-0189764
Bid Specification Section 3.1.1 states it must meet the requirements. Can wash programs exceed the minimum requirements?
The requirement is the NFPA suggested operation cycles and times.
2-15
IFB Section 1, Scope and Attachment 2 Specification 3510-BS-0189764
NFPA contains requirements. recommendations, and suggestions; are the units required to meet the recommendations and suggestions?
Yes, proposed products must meet all NFPA 1851 requirements, recommendations, and suggestions.
