About this file
This document is a Question & Answer (Q&A) No. 1 for the Florida Department of Transportation (FDOT) District Four's Invitation to Bid (ITB) for a Cloud Based Arterial Management (CBAM) Regional Platform for the Treasure Coast region. The solicitation seeks a comprehensive traffic signal system solution, including 178 ATMS regional platform units, software, hardware, and related services for 16 intersections. The bid opening is scheduled for 5-05-2025, with the document providing clarifications on various bidding requirements, including submission procedures, labor and integration costs, and warranty terms. The awarded vendor will be required to provide a 36-month warranty covering work and materials, with the warranty period commencing from the date of invoice acceptance by the Department.
The Q&A document addresses several key bidding details, including that FDOT anticipates handling hardware installation, and vendors should include troubleshooting and technical support services within their unit costs. The bid must be submitted electronically to D4.PURCH@DOT.STATE.FL.US, with specific instructions for document formatting and submission. There are no minimum qualifications for the project, and while a specific Minority Business Enterprise (MBE) percentage is not mandated, vendors are required to provide their MBE usage, if any. The total maximum budgetary amount for the contract is not explicitly stated in this Q&A document, but vendors are expected to reflect software and environment update costs within their bid items. At this time, contract renewal is not anticipated, though the Department reserves the right to renew at a future date.

Exhibit C1 does not identify labor/integration costs separate from cost of hardware. Would FDOT please clarify if labor/integration costs should be included into each unit cost?
FDOT anticipates being responsible for the hardware installation. Labor and integration costs for the hardware items should not be included.
However, trouble shooting and technical support services should be included on an as-needed basis, this should be reflected in your unit costs. Software integration and technical support costs should be included in the unit costs of software items.
2.
Would FODT please clarify if the items noted under ITB section 32 (page 12) are the only items that are to be submitted as part of our bid?
The attached form must be submitted with Exhibit C1-Bid Sheet, and C2 – MFMP Transaction Fee Form.
3.
Would FODT please clarify if we are to submit Exhibit C2 as part of our response?

Is there an MBE requirement (%) or goal for this project?
The Vendor needs to provide the MBE % usage, if any.
