About this file

This is a Bid Tabulation document from the Florida Department of Transportation (FDOT) District Four for the Cloud Based Arterial Management (CBAM) Regional Platform for the Treasure Coast. The bid solicitation is for a comprehensive traffic signal system with 178 ATMS regional platform units, including real-time signal optimization software, Bluetooth detection units, GPS time clocks, vehicle detection systems, traffic signal controllers and cabinets, PTZ cameras, and multi-device field modems. The bid opening date is May 05, 2025 at 11:00 am, with Econolite Systems, Inc. being the sole bidder at $1,336,380.00. The department intends to award the contract to Econolite Systems, Inc. due to the bid being below the project cost estimate and time constraints related to the end of the fiscal year.

The bid tabulation indicates that this is a single-source procurement, with the justification being that the vendor's bid price is below the project cost estimate and resoliciting bids would be constrained by fiscal year timing. The total maximum budgetary amount for the contract is approximately $1,350,000.00, with potential for a three-year renewal based on performance. The document notes that no binding contract will exist until a Purchase Order or written acceptance is issued, and the department reserves the right to award to the second-lowest bidder, reject all bids, or act in the best interest of the department if irregularities are discovered or if the vendor fails to submit required bonds and insurance.

JUSTIFICATION FOR AWARD OF SINGLE BID: In the best interest of the Department, the decision is to move forward with the one Bid received as the Vendor’s bid price is below the project cost estimate, and in lieu of resoliciting competitive sealed bids due to end of fiscal year time constraint, and with guidance from the Contracts Office in Tallahassee, we will execute the contract.

Intended Award was determined by utilizing an In-State Preference in accordance with s.287.084, Florida Statutes (check box when applicable).
