About this file
This is a Question & Answer Report for Flagler County, Florida's Invitation for Bid (ITB No. 26-ITB-017) for the First Avenue Drainage Improvements Project – Phase 2. The project encompasses approximately 0.243 miles of drainage improvements along First Avenue from Malacompra Road to the northern dead end, including construction of conveyance swales, storm sewer pipe (14 to 36 inches in diameter), side and cross drain pipes, drainage structures and inlets, end treatments, clearing and grubbing, grading, excavation, embankment work, and resurfacing at the First Avenue and Malacompra Road intersection. Bidders must attend a non-mandatory pre-bid meeting on July 1, 2026 at 11:00 a.m. at the Flagler County Engineering Department in Bunnell, Florida. Written questions were due July 9, 2026 at 12:00 p.m., with final addenda issued by July 16, 2026. Bids are due July 29, 2026 at 2:00 p.m. and must remain firm for 90 days after opening. The contract time for completion is 120 calendar days from Notice to Proceed.
Bidders must be FDOT-prequalified in Drainage and Grading as primary qualifications for the Prime Contractor, with FDOT prequalification for Flexible Paving and Hot Plant-Mixed Bituminous Courses required but permissible through pre-qualified subcontractors who perform the respective work. The County's project budget is $500,000, with an engineer's opinion of probable cost to be released as an addendum. The scope includes a Base Bid and two additive options: Option 1 for construction of an approximately 350-foot conveyance swale with fencing, inlet, and storm sewer pipe, and Option 2 for installation of aluminum Whipps Model 452 flap gates at two locations (existing Second Avenue end treatment and proposed First Avenue end treatment). Additive options may or may not be accepted at the sole discretion of Flagler County. The successful contractor must furnish Performance and Payment Bonds and a one-year Warranty Bond, each equal to at least 100% of the contract price, and provide Commercial General Liability coverage of $5 million annual general aggregate and Automobile Liability of $1 million combined single limit. The project is governed by FDOT Standard Plans and Specifications (FY 2025-26) and conditioned on compliance with Environmental Resource Permit 168205-2 issued by the St. Johns River Water Management District.
