About this file
This document is a bid amendment that posts vendor submitted questions and responses from the Illinois Department of Healthcare and Family Services (HFS) Office of Program Management (OPM) for a Small Purchase Request for Quote (RFQ) to coordinate the publication of federally mandated and court ordered public notices in newspapers statewide. The RFQ requires vendors to demonstrate a minimum of 5 years' experience coordinating the placement of advertisements in multiple newspapers, which can be provided through a narrative response or separate attachment. The vendor must enter the percentage of markup being quoted in the unit cost field in the BidBuy system, which will be reflected as a dollar amount. HFS has provided clarification that this is the correct way to submit the pricing.
The RFQ is being conducted by HFS to fulfill federal regulations requiring the publication of public notices related to changes in Medicaid payment rates prior to the effective date of the proposed changes. Vendors may provide the required experience details in the 'alternate description' field or as a separate attachment when submitting their quotes through the BidBuy system.

This bid amendment 2 posts vendor submitted questions and HFS OPM responses below:
1. In the RFQ in section 4.1, it states “This percent should be entered in the unit cost field in BidBuy.” When I put the percentage of mark-up we are quoting in the unit cost box it shows the number as a dollar amount not a percentage amount. Is this the correct way to do it? For example, if I want to quote 6% and I put in 6 in the unit cost box, then on the summary tab it shows $6.00 as the unit cost. Is this correct?
HFS RESPONSE: Yes, that is the correct way to do it.
1. In the RFQ in section 3.2, it states “The vendor must show that they have coordinated the placement of advertisements in multiple newspapers for a minimum of 5 years by providing at least two (2) examples of meeting this requirement in response to the this RFQ.”
1. What type of materials and information are you looking for to show that we have the experience and meet this requirement? Can we provide a written response, or are you needing to see examples of tearsheets/insertion orders/etc. that we have done for other customers?
1. Where in the quote on the Bid Buy system are we supposed to put this information?
HFS RESPONSE: You may narratively respond in the ‘alternate description’ that you have provided A, B, C organization/company for X amount of years or you may provide a separate attachment that listing the necessary required experience.
