About this file
This document is a Questions and Answers (Q&A) file for Solicitation W81K0026QA048, addressing various technical and procedural details for a laboratory equipment and testing services procurement. Key details include a Request for Quote (RFQ) for a clinical laboratory analyzer, with a solicitation due date of 16 January 2026 at 2:00 p.m. Central Standard Time. The solicitation covers multiple contract periods from April 2026 to September 2030, with modifications to the original delivery periods. The procurement involves specific requirements for instrument installation, training, quality control, and service support, including provisions for equipment repair, relocation, and linearity material provision.
Significant clarifications were made regarding test descriptions (such as removing "Uric Acid" from Blood Urea Nitrogen tests), quality control products (using BioRad products with specific control levels), and operational parameters. The government revised some contractual terms, including extending the transition period from 60 to 90 days after award and clarifying instrument relocation conditions. Additional details were provided about training (to be conducted onsite), equipment specifications (65" analyzer depth with additional service access), and quality control processes. Certain tests like Magnesium, Microalbumin, and PSA were explicitly noted as not included due to low test volumes.

7.11 in the Statement of Work.
Answer 6: Standalone system will accept a NEMA L6-30R.
Question 7: Can you please highlight the page # and paragraph where we can find 52.212-1 and 52.212-

Question 9: CLINs 0001AX/1001AX/2001AX/3001AX/4001AX appear to have “Uric Acid” added to the description, but the test count only reflects the Blood Urea Nitrogen volume of 6,500 found in the
Volume chart on page 103. Please clarify if CLIN 0001AX should only be “Blood Urea Nitrogen” and not
“Blood Urea Nitrogen Uric Acid (BUN)” as currently stated.
Answer 9: Yes, CLIN 001AX should be ONLY Blood Urea Nitrogen. Uric Acid is 0001BE. CLIN descriptions have been updated.
Question 10: Page 24 also lists this assay as “Blood Urea Nitrogen Uric Acid”. Please clarify if this assay should only be “Blood Urea Nitrogen” and not “Blood Urea Nitrogen Uric Acid” as currently stated.
Answer 10: Yes, CLINs stating “Blood Urea Nitrogen Uric Acid” should be ONLY Blood Urea Nitrogen.
CLINs have been updated.
Question 11: Please confirm if Magnesium should be included. If so, what is the annual volume? A CLIN would need to be added each year for this assay.
Answer 11: Magnesium is not included due to low test volumes ordered.
Question 12: Please confirm if Microalbumin (urine) should be included. If so, what is the annual volume? A CLIN would need to be added each year for this assay.
Answer 12: (urine) Microalbumin is not included due to low test volumes ordered.
Question 13: Please confirm if Total PSA (Prostate-Specific Antigen) should be included. If so, what is the annual volume? A CLIN would need to be added each year for this assay.
Answer 13: PSA (Prostate-Specific Antigen) is not included due to low test volumes ordered.
Question 14: Is the vendor to provide linearity material for the duration of the contract for all assays listed?
Answer 14: Yes, for all assays that do not have a three-point calibration. See PWS paragraph 9.5.
Question 15: To provide an accurate quote, please provide answers to each of these Quality Control questions.
a. Please provide the current quality control vendor.
Answer 15a: BioRad
b. Please provide exactly which quality control products are used today and their annual quantity used.
Answer 15b: Liquid Assayed Multiqual 20ea. (12 x 3 mL), Liquichek Immunoassay Plus
Control, Trilevel 20Ea. (12 x 5 mL), Liquichek Diabetes Control 15ea. (6 x 1 ml)
c. Please provide how many levels and which levels of quality control products are used for each assay today and should be used for this solicitation response.
Answer 15c: Liquid Assayed Multiqual Levels 1 and 3. Liquichek Immunoassay Plus Control
Levels 1, 2, 3. Liquichek Diabetes Control levels 1 and 2.
Question 16: Page 25, “Must fit into existing laboratory floorplan. Maximum length (with UPS) 110 inches, maximum depth (with monitor extended) 65 inches”
a. Please clarify if this requirement is for the actual instrument or if it also includes the total allowable space around the instrument, too, to include walkways and service access.
Answer 16a: This is for the actual instrument and does not include walkway and service access. A 65” analyzer depth will allow for an additional 70” of walkway and service access in our facility.
b. If this includes walkways and service access, please extend the depth to 100” as it is currently source limiting at 65”.
Answer 16b: See 16a.
