About this file
This document contains a Question and Answer set related to a state contract opportunity for Newspaper Advertisements for Proposed Constitutional Amendments issued by the State of Illinois. The contract requires the vendor to publish the proposed Illinois Constitutional Amendment in full in newspapers, with the first publication at least two months prior to the November 8, 2022 general election, and a repeat publication once each week for two consecutive weeks. The contract does not require references, and the maximum contract amount will be entered by the State prior to contract execution. The vendor is responsible for forwarding the camera-ready artwork provided by the State to the newspapers, with the advertisements expected to be an average of half a page in size. There is no total budget specified for the program, and the last insertion is required to be at least 30 days in advance of the general election.
The document indicates that the vendor should complete the percentage of markup they will charge in Section 2.1.3 of the contract, while the other sections can be left blank as this is a template contract. There are no set-asides or incumbents mentioned, and the funding source for the contract is not specified.

Question and Answers Newspaper Advertisements for Proposed Constitutional Amendments
22-350SOS-SOS35-B-30772
1. Please Within the IFB instructions in part A.9.2, it states, “if applicate the packet shall also contain References (Section 3, Part C.2)”, however I don’t see a Part C.2 in Section 3. Is there a certain form we should use for references, and/or are references required?
There are no references required
1. Within the contract in Part 2.6, the maximum amount is left blank. Will the State of Illinois fill this in or are we supposed to put an amount in the blank?
The last sentence of 2.6 states, “The maximum amount will be entered by the State prior to execution of the contract.”
1. Within the contract in Part 2.5.1, do we have to complete this? If so, what is considered the initial term?
This is a template contract and usually there is an initial term plus renewals. The only option we need to have completed is Section 2.1.3 – percentage of markup you will charge. The other sections can be left blank.
1. In section 1.2.6, it states the vendor shall prepare artwork for the notices in a variety of sizes. Will you be furnishing camera ready artwork (this means that it is formatted and created ready to go to the newspapers) that the vendor will be responsible for forwarding to the newspapers, or, are we expected to prepare the artwork in camera ready fashion?
ILSOS will provide all artwork necessary for publication in newspapers.
1. In general, are these full page ads? Or smaller? Do you have some idea of the average size of the ad?
The last time newspaper advertisements were run, it was an average of ¾ of a page.
1. What is the amount of content that needs to be included in the ads, or is there a unit size for the creative?
The last time newspaper advertisements were run, it was an average of ¾ of a page.
1. Is there a total budget for the program?
ILSOS is not aware of the average cost of newspaper advertisements and
1. We assume the last insertion would be 10/8 or prior (to be 30 days I advance of General Election)?
Section 1.2.1 was a typo. It should read “…beginning at least two months prior to the General Election.” Section 1.2.5 correctly states, “1.2.5. The vendor shall publish the proposed Illinois Constitutional Amendment in full to be printed in minimum 8-point type, at least two (2) months before the November 8, 2022 election. After the first publication, the publication of such amendment shall be repeated once each week for two (2) consecutive weeks.”
