About this file
This document is a Question and Answer Set for Invitation for Bid (IFB) 0000000010 issued by the California Department of General Services for the procurement of recycled paper envelopes. The IFB specifies the required envelope sizes, quantities, and packaging details. Bidders are not allowed to deviate from the stated specifications, including the requirement for 30% post-consumer waste recycled content. The estimated quantities are for a three-year period, but the state does not guarantee these purchase volumes. Bidders are permitted to view current packaging samples by appointment.
The pricing worksheet outlines the envelope items and estimated quantities. Bidders must provide pricing per case, with each case containing 1,000 envelopes. The state clarifies that 10% recycled content is not acceptable, and the 30% post-consumer waste requirement must be met. Additional details are provided regarding the packaging requirements for specific envelope sizes, including box and carton quantities.

| Attachment 1 – Pricing Worksheet |
| In the quantity column there are numbers such as 90. Does this refer to 90 envelopes, 90 lots of 1000 envelopes or 90 pallets of envelopes? |
The Unit of Measure (UOM) (Column L on the pricing worksheet) is CS (case). The Quantity in Unit of Measure (Column M on the pricing worksheet) is 1,000. Using a quantity of 90 as an example, pricing should be for 90 cases at 1,000 envelopes per case or 90,000 envelopes total. As a reminder, quantities shown for each line item on Attachment 1 – Pricing Worksheet are estimations for evaluation purposes only. The estimated quantities are based upon anticipated purchasing for a three (3) year period. Actual purchasing may vary from this pattern. The State will not guarantee that these quantities will be purchased.
