About this file

This document is a set of bid specifications for the State of California for the procurement of recycled paper envelopes. The specifications outline the requirements for three types of envelopes (plain, open window, and window) in three classes (commercial and official, open side booklet, and open-end catalog with clasp or seal adhesive) that must contain a minimum of 30% post-consumer recycled content. The envelopes must meet various construction, material, adhesive, and performance requirements. Detailed diagrams and specifications are provided for 24 different envelope sizes and configurations. The envelopes must be suitable for high-speed mail inserting and automated sorting equipment, and the winning vendor(s) must meet specified jamming rate thresholds. Workmanship requirements are also specified.

The specifications provide details on the paper stock, colors, basis weights, and adhesives required for the different envelope classes and types. Pricing terms are not included, nor are any details on funding sources, set-asides, or incumbent suppliers. The contract term is not specified.
