About this file

This is a Quality Control Requirements document that establishes mandatory standards for contractor performance under an elevator inspection and testing services contract for the Department of Veterans Affairs. The contractor must establish and submit a Quality Control Program (QCP) to the Contracting Officer (CO) or Contracting Officer's Representative (COR) within ten days of receiving the Notice to Proceed. The QCP must comply with the Maintenance Control Program requirements specified in ASME A17.1 Section 2 and include a comprehensive inspection system covering all services described in the contract, with detailed checklists for scheduled and unscheduled inspections that identify responsible inspection personnel and address every area of contractor operations and required tasks.

The contractor is required to maintain documentation of all inspections conducted and corrective actions taken, with records available to the CO/COR upon request at any time during contract performance. The contractor must implement a proactive system for identifying and correcting deficiencies before performance becomes unacceptable or before government inspectors identify issues. Additionally, the contractor shall conduct an annual comprehensive walk with the COR or designated government representative to review elevator conditions and service quality across the facilities. The COR will determine the scope of elevator inspections during the annual walk, with the option to inspect all elevators and supporting documentation.
