About this file

The Qualified Product Policy 94 (QPP 94) is a document issued by the South Carolina Department of Transportation (SCDOT) outlining specifications for traffic signal electrical equipment and support cables. The policy establishes a Qualified Products List (QPL) for electrical cables, splice boxes/junction boxes, and steel cables that can be used in SCDOT projects. Manufacturers, designers, or distributors who wish to have their products included on this list must submit detailed product information, data sheets, and physical samples for evaluation by the SCDOT Traffic Engineering Department according to specific guidelines.

The evaluation process requires submitting an Evaluation Form with comprehensive product documentation for each type of cable or equipment. Approved products must meet stringent material specifications and warranty conditions referenced in specific SCDOT technical documents (M677.1, M680.2, and M682.3). Products that fail to meet SCDOT specifications on a second evaluation cannot be resubmitted for 180 days. Delivery of samples and products must be coordinated with the SCDOT Evaluation Engineer at least five working days in advance and sent to a specified address in Columbia, South Carolina. The point of contact for this policy is Toya Scipio, the QPL & Equipment Engineer, who can be reached at (803) 737-6377 or scipiotc@scdot.org.
