About this file

The document is a Qualified Product Policy (QPP 91) issued by the South Carolina Department of Transportation (SCDOT) for Traffic Signal Detection Equipment. The policy outlines the requirements for Loop Detection Equipment, including Loop Sealant and Loop Wire, that can be used in SCDOT work. Manufacturers, designers, or distributors wishing to have their products included on the Qualified Products List (QPL) must follow specific evaluation guidelines, which involve submitting product information, data sheets, and in some cases, providing sample materials for testing. For Loop Wire, a 36-inch sample is required if initially approved, while Loop Sealant requires a field test with an SCDOT-certified contractor.

The policy provides detailed information on the evaluation process, including specific material specifications and warranty conditions that can be found in referenced documents (M678.1, M688.3, and M688.4). Delivery of products for evaluation must be coordinated at least five working days in advance and sent to 1430-B Shop Road, Columbia, SC 29201. The contact for this QPP is Toya Scipio, the SCDOT Traffic Signals QPL & Equipment Engineer, who can be reached at (803) 737-6377 or scipiotc@scdot.org. The document was revised on 08/24/2022 and provides cross-references to other related policies, such as QPP 97 for Network Services Equipment.
