About this file
This document is a National Menu Specifications Quote Sheet for milk procurement by the Federal Correctional Institution (FCI) Leavenworth for Quarter 2 of Fiscal Year 2026. The solicitation seeks 292,000 individual 8 oz. servings of milk, to be delivered weekly between January 1 and March 31, 2026, with quantities determined each Wednesday before delivery. The milk specifications require KOSHER certification, Ultra High Temperature processing, and allow for plant-based dairy substitutes.
The solicitation is a firm fixed-price contract issued by the Department of Justice Bureau of Prisons, with specific delivery requirements including refrigerated truck transportation and milk temperature below 41 degrees. Vendors must submit unit pricing and complete the quote sheet by November 24, 2025, to Kathleen Wood via email. Only items with quantities and unit pricing will be considered, and vendors must adhere to the National Menu Specifications and USDA CID standards for potential award.

| Failure to comply with the National Menu Specifications will result in your quoted item not being considered for award. No specification substitutions will be accepted. If a specification does NOT state it must be a product of the United States or Canada, it is acceptable for it to be a "product of" a Foreign Country and distributed in the United States or Puerto Rico. When options are offered on the specifications, it is the FSA's determination as to what options are put out to bid. Not all options need be put out for bid. (i.e., cans and pouches). Items that are fried may be baked at the institutions discretion. The NFSA/Chief Dietitian will make the final determination on product compliance. | |||||
