About this file
This document is Amendment 0001 to a solicitation (36C78626Q50190) issued by the Department of Veterans Affairs, National Cemetery Administration, Contracting Services on May 29, 2026, with an effective date of June 12, 2026. The amendment serves to answer twelve questions submitted by potential quoters regarding tree maintenance and removal work at two national cemeteries: Raleigh National Cemetery and Wilmington National Cemetery.
The Q&A clarifies specific scope requirements for tree pruning and removal operations. At Raleigh National Cemetery, branches overhanging the southern fenceline must be pruned from ground to sky and back to the outside edge of the wall. Items 8, 9, and 10 on the northern fenceline require removal of all vegetation within five feet of the fence, cut flush to ground level without grinding; trees originating outside the five-foot boundary are to remain untouched. The amendment also corrects mislabeled photographs in Attachment A and confirms the contract will be awarded to a single contractor rather than split among multiple bidders. For Wilmington National Cemetery, minor pruning of live oak lower canopies is permissible only if necessary and approved case-by-case by the Contracting Officer's Representative (COR). Additional clarifications applicable to both sites specify that stumps must be ground to four inches below soil level, headstone protection devices must accommodate headstone sizes specified in the Statement of Work, equipment storage requires COR approval, cemetery staff will handle headstone removal, all work must be completed within 90 days with operations between 8:00 a.m. and 4:30 p.m., and certified payroll is not required.

The following questions were received from Potential Quoters, along with the corresponding answers:
Question and Answers 1 – 4 relate to Raleigh National Cemetery
Question 1 – For the trees labeled as item 6 along the southern fenceline at Raliegh National Cemetery, to what extent should the branches overhanging the cemetery be pruned back? Are we expected to mitigate all overhang above the fence line from the ground to the sky or do we only need to elevate canopies above fence line to a certain height? Also, for any overhanging branches that are pruned, how far behind the fenceline should they be pruned back?
Answer 1 – The branches overhanging the fenceline should be pruned from the ground to the sky, and back to the outside edge of the wall.
Question 2 – For the clearing on the outside of the Northern fence line at Raleigh National Cemetery, items 8, 9 & 10, the written scope of the contract calls for all “trees” within five feet of the outside of the wall/fence to be removed. There are a lot of underbrush, volunteers and wild shrubs in this area which might not necessarily be considered proper trees. Is all this type of growth within five feet of the fence expected to be removed with stumps cut low and left in place? In addition, there are multiple larger and smaller proper trees that seem to originate slightly outside of this five-foot property line but grow out over the cemetery. The scope as written would seem to exclude doing anything to these trees, is this correct, they are to be left as is?
Answer 2 – Everything within the 5-foot boundary should be cut down to be flush with the ground (no grinding). Much of the “brush” and “shrubs” are actually small trees. Trees outside the 5-foot boundary should be left as is.
Question 3 – A few pics in Attachment A for Raleigh National Cemetery appear to be mislabeled; specifically tree 6, tree 7 and tree 11. Can this be confirmed?
Answer 3 – The site numbers on the map in Attachment A.1 are correct.
The following are the pictures that were mislabeled with the corrected identification:
Identification # on Map Corrected Associated Photo ID # 8,9, & 10 9, 10, & 11 6 8 7 6 11 7
Question 4 – Will this contract be awarded to one single bidder or might it be split up and awarded to separate bidders? If it is split up would one bidder be awarded the Raleigh site and one the Wilmington site or could it be segmented even further, awarding different line items at each site to different bidders?
Answer 4 – This contract will be awarded to one Contractor.
Question and Answer 5 relates to Wilmington National Cemetery
Question 5 - Is it permissible for the contractor to do any minor pruning in the lower canopy of the live oaks that hang low over the driveway to permit the entrance of taller equipment?
Answer 5 - Only, if necessary, but the request will be approved/denied on a case-by-case basis by the COR. This is not a requirement of the contract and should not be included in the pricing of the listed
CLINS.
Question and Answers 6 - 12 relates to both cemeteries
Question 6 – Who is responsible for the turf after the contractor seeds the areas where stump grinding occurred?
Answer 6 – The cemetery is responsible for the turf once the work has been accepted.
Question 7 – What depth are the stumps ground to?
Answer 7 – Per SOW paragraph A.3.1(c), stumps are to be ground to 4-inches below soil level.
Question 8 – What does 4 inches thick mean in reference to the headstone protection devices?
Answer 8 – The measurement provided in Statement of Work paragraph A.3.1(d) is the size of the headstones. The protection devices shall be able to cover headstones of that size.
Question 9 - Can equipment be left on site?
Answer 9 – It will be approved by the COR on a case-by-case basis. If approved, it shall not be unsightly nor impede visitors. Per SOW paragraph A.5.1(h), the Government will not be liable for damage, loss, or replacement of equipment. It will be at the Contractor’s own risk if they choose to store equipment once approved by the COR.
Question 10 - What if a headstone needs to be removed?
Answer 10 – Per SOW paragraph A.5.1(b), cemetery staff will be responsible for removing any headstones. Headstone removal should be coordinated with the COR ahead of time.
Question 11 – How rigid is the schedule?
Answer 11 – Per SOW paragraph A.3.1, all work shall be completed within 90 days and the work plan to be submitted with each Contractor’s quote shall explain how work will be completed within that time period. Paragraph A.4.4 states the hours of operation are 8:00 am to 4:30 pm. Deviations from the work schedule shall require prior written authorization from the COR.
Question 12 – Will this project require certified payroll.
Answer 12 – No, certified payroll will not be required.
