About this file

This is a Question and Answer document addressing inquiries raised during a site visit for an unarmed security guard patrol contract at Bakersfield National Cemetery. The document clarifies operational requirements for the security services. Key details include: one guard is required per shift, and the supervisor can fulfill guard shift requirements in addition to supervisory duties but does not need to be onsite during specific hours—only available by phone. For transportation, the VA prefers gas-powered cars or trucks due to wildlife considerations, explicitly prohibiting golf carts and noting the absence of electric vehicle charging stations on the property.

Regarding documentation and monitoring, the VA indicated a preference for GPS-based tracking combined with written activity logs rather than relying solely on digital dashboard credentials for Daily Activity Log and Patrol documentation. The document notes that security presence is minimal during normal cemetery operations, with occasional seasonal events such as Wreaths Across America or Memorial Day, resulting in rare public interaction. Wildlife reporting is required only when animals damage grounds or pose safety threats. No standardized de-escalation protocols or wildlife procedures were provided; contractors should address these operational considerations within their technical submissions if deemed necessary. The related solicitation (36C78626Q50126) closes on June 24, 2026, at 10:00 AM CST.

Question/Answer for Bakersfield Site Visit – Unarmed Security 6/16/2026

1. Is the Supervisor able to fill a guard shift requirement, or is this an additional role?

Yes, the supervisor can fill a guard shift

1. What is the required number of guards per shift?

One guard per shift

1. Is the Supervisor required to be onsite during specific hours?

No but be available by phone

1. Are there any specific requirements regarding the type of vehicle utilized for this contract?

Gas Car or truck is preferred due to wildlife, no golf carts – there are no charging stations for electric vehicles.

1. To ensure absolute compliance and real-time visibility for the COR, our organization utilizes live GPS geofencing and digital incident reporting software (e.g., Trackforce/Silvertrac) rather than relying on standard paper activity logs. Will the VA accept these live digital dashboard credentials as the primary method of fulfilling the Daily Activity Log and Patrol documentation requirements?

I would prefer GPS based tracking along with written logs to monitor activities

1. During the site visit on June 10, the cemetery representative noted specific operational friction points, particularly regarding wildlife hazards and de-escalation requirements involving family members breaking rules or experiencing heightened emotions. Should the contractor explicitly detail custom de-escalation protocols and wildlife reporting procedures within our Technical Capability submission, or will the VA provide a standardized SOP for these specific occurrences post-award?

Security is rarely on site during normal cemetery operations with occasional seasonal events like Wreaths Across America or Memorial Day so interaction with the public is very rare, there is no need to report wildlife unless they are damaging the grounds or pose a threat to safety
