About this file
This is Amendment 0001 to Solicitation 36C78626Q50083 issued by the Department of Veterans Affairs, National Cemetery Administration, Contracting Services, effective February 4, 2026. The amendment addresses questions submitted by potential offerors and corrects the Combined Synopsis Solicitation post date from January 22, 2025 to January 22, 2026.
The amendment includes four questions and answers regarding Delta Controls Building Management System (BMS) implementation at a cemetery facility. Key clarifications include: (1) the government will provide all Delta Controls enteliWEB system passwords, user credentials, network configuration details, and system documentation to the awardee post-award; (2) the cemetery will ensure all necessary information and licensing documentation is provided to transfer the system to a new Delta Controls partner, with the Office of Construction & Facilities Management and installation construction contractor currently managing the system; (3) quoters must provide proof of Delta Controls Authorized BMS authorized partnership with their technical proposal to be acceptable for award, with no alternative certifications accepted; and (4) while the site visit on January 30, 2026 has already occurred, attendees were shown the location of the BMS computer in the Administration building, and all configuration and access requirements will be provided to the awardee. Offerors must acknowledge receipt of this amendment and include a signed and dated copy in their quotation package.

The following questions were received from Potential Offerors, along with the corresponding answers:
Question 1 – System Access: Will the Government require the incumbent contractor to provide all Delta Controls enteliWEB system passwords, user credentials, network configuration details, and system documentation to the awarded contractor at contract transition?
Answer 1 – After award, the government will provide all passwords, user credentials, network configuration details, and system documentation to the Awardee.
Question 2 – Delta Controls Authorization: If Delta Controls requires incumbent cooperation to grant third-party ASI access to the existing system, will the Government facilitate this transition or require the incumbent to cooperate as part of the phase-out?
Answer 2 - The system is currently being managed by Office of Construction & Facilities Management (CFM) and the installation construction contractor. Upon award, the cemetery will ensure all information necessary is provided to grant access to BMS, as well as documentation to transfer licensing to new Delta Controls partner.
Question 3 – Alternative Compliance: If Delta Controls ASI certification cannot be obtained due to incumbent-controlled access restrictions, will the Government accept alternative qualifications such as:
• Tridium Niagara certification with BACnet integration capability
• Siemens/Schneider/Johnson Controls BMS certification
• Or direct Delta Controls training/certification for the awarded contractor post-award?
Answer 3 – Quoters must provide proof of Delta Controls Authorized Building Management System (BMS) authorized partnership with their technical proposal to be technically acceptable for award.
Question 4 – Site Visit Access: Will the site visit on January 30, 2026 include access to the Delta Controls BMS system to assess current configuration and access requirements?
Answer 4 – The site visit has passed but attendees were not provided access to the BMS software; however, they were shown where the room is in the Administration building that contains the computer that locally runs the BMS system. All configuration and access requirements will be provided to Awardee.
