About this file

This document is a Questions and Answers (Q&A) file for a dumpster service contract for the West Virginia National Cemetery (WVNC) for Fiscal Year 2026. The solicitation (QSE--36C78626Q50056) is for a dumpster service with six scheduled removals per year, using either a 30-yard or potentially a 20-yard roll-off dumpster. The previous contract was held by CHP Solutions and ended on October 15, 2025. The dumpster will be placed at the maintenance building and will primarily handle normal trash, some construction debris, and broken marble headstones, with a restriction against large concrete pieces.

The contract is a sole-source procurement by the Department of Veterans Affairs National Cemetery Administration, with a base year plus four option years. Historically, the cemetery has not filled a dumpster weekly, averaging removals every other month (only 5 removals in a complete prior year). The contractor will be responsible for placement, rental, and disposal services, with pricing potentially structured across three Contract Line Item Numbers (CLINs). The cemetery prefers a 30-yard dumpster and will monitor and limit removals to 6 per 12-month period, with the dumpster located on top of a hill near the maintenance building.

Contractor Questions and Answers

1. We are performing independent research on the Combined Synopsis/Solicitation (QSE--36C78626Q50056). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

Services on prior BPA ended on October 15, 2025. Former incumbent was CHP Solutions.

2. CLIN 1 is for the placement and pick up. CLIN 2 is for the Disposal, CLIN 3 is the rental per month. Is the roll off placed at the cemetery full time and only dumped 6 times a year? Yes

3. What items are going into the roll off? We cannot accept large pieces of concrete. Mainly normal trash, some construction debris, busted headstone that are marble.

4. We have these contracts at multiple national cemeteries and normally we dump the roll off weekly, what is the current scheduled services for this facility. It has been when the cemetery calls, WVNC does not fill up a 30-yard dumpster weekly, it has averaged every other month.

5. Would the VA consider just going to a flat rate on the container to encompass all three CLIN lines? As long as the box does not exceed 5 tons? Possibly, but we have no way of knowing it is under 5 tons.

6. Historically how many boxes per year are disposed, the CLIN says 6 however if they need more will they be added? Cemetery will monitor pick up and keep it at 6 per year. During a complete year on the last contract the dumpster only had to be removed 5 times.

7. Do you have a google maps pin of the location for the box? No, cemetery is small the dumpster is placed on top of the hill at the maintenance building.

8. We are currently validating availability with local vendors and wanted to confirm whether a 20-cubic-yard roll-off dumpster would be acceptable as an alternative to the originally requested 30-cubic-yard unit. The service scope, rental terms, placement/removal frequency, and disposal requirements would remain the same. The only change would be the dumpster size. 20-yard would work, but the removal frequency would have to increase. Prefer the 30-yard.

9. While reviewing the solicitation, I noticed it references six dumpster empties and returns for the fiscal year. I would like to clarify whether there may be an opportunity for additional services beyond the six scheduled empties, or if pricing should be based on the total number of 30-yard dumpsters anticipated to be used for the year. Additionally, is there a designated location on site where the dumpster must be placed?

West Virginia National Cemetery is not a very busy cemetery; the requirement is to remove the dumpster every other month, equaling 6 removals and replacement. We would monitor and only use 6 per 12-month period. Yes, there is a specific place the dumpster is located.
