Answer: The manpower is solely based on the getting the mission accomplished. Contractor presence is required in case other things are needed. The Governments expectations are that the Contractor completes the job. The site Supervisor should be there daily to communicate what they are completing, so that when they provide an invoice there was a conversation that took place regarding the work completed prior to receiving the invoice.
• Page 31 on the SOW says the contractor must supply an employee list and employee identification with the proposal. Unless the contractor is local or is the incumbent contractor, he/she will hire these employees on award. Can these lists be turned in to the CO when hired?
Answer: Upon contract award the employee list will be discussed.
• CLIN 0002 – This has CLIN has a minimum QTY of 26 and the PWS B.4.1.2 state that edging will be done at a minimum of once per week during the growing season (Mar.-Dec.). This is roughly a QTY of a minimum of 43 weeks. Which QTY should we use for pricing?
Answer: Provide proposals based on the price schedule (Attachment A).
• CLIN 0003 – This CLIN has the same issue as CLIN 0002 in the PWS with the PWS requiring more times for trimming the headstones the QTY given in Attachment A. In the 2nd paragraph under the section “Guarantee” it describes the contractor replacing sod at their own expense for any damage resulting from chemical sprays/applications/treatments.

• In reference to Section B.4.1.7 Mulch Installation:
Mulch installation under this section is called for bi-annually. The first application is described to take place prior to Memorial Day. Is there a preference for the second application?
