About this file
This document is the Evaluation Criteria for the Los Angeles National Cemetery Janitorial Contract. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis. The minimum technical requirements are clearly defined, and the Government does not expect to receive any proposals that exceed the minimum requirements. Contractors will be required to submit written plans covering their experience, janitorial schedule, quality control, cleaning methods, equipment and supplies, response procedures, and staff qualifications. All submissions will be evaluated on a pass/fail basis against these criteria. The related federal contract opportunity is a solicitation for Janitorial Services at the Los Angeles National Cemetery, with a base year and four one-year option periods. This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, and offers are due by 4pm EST on May 24, 2024. The contracting agency is the Department of Veterans Affairs National Cemetery Administration.

Description: Los Angeles National Cemetery Janitorial Contract
Basis for award: Lowest Price Technically Acceptable (LPTA)
RFQ Eval Procedure: Per 2021 FAR rule; technically acceptable contractor responses will be ranked in order of price and the lowest offer will be selected.
1. The minimum requirements are clearly stated in terms of performance objectives, measures, and standards that will be used to determine the acceptability of offers;
2. The Government would realize no, or minimal, value from a proposal that exceeds the minimum technical or performance requirements;
3. The Government believes the technical proposals will require no, or minimal, subjective judgment as to the desirability of one offeror’s proposal versus a competing proposal.
4. The Government has a high degree of confidence that reviewing the technical proposals of all offerers would not result in the identification of characteristics that could provide value or benefit to the agency;
5. The Government expects that the lowest price reflects the total cost, including operation and support, of the product(s) or service(s) being acquired; and The contracting officer will document in the contract file the circumstances that justify the use of the lowest price technically acceptable source selection process.
