1. Please clarify B.8 General Conditions – Section 8 availability and use of utility services – Part a.
WATER: “Water will only be made available via Contractor connection to existing Cemetery water system in existing locations where connection is available, and for purposes of this Contract only. The Contractor, at Contractor's expense and in a workmanlike manner satisfactory to the COR shall be responsible for installing and maintaining temporary connections to the Cemetery water supply in accordance with regulations. Contractor shall not obstruct normal traffic flow on adjacent roads while Water is being obtained. In locations where Cemetery water system is not readily available, the Contractor shall provide and utilize portable water tanks and/or water trucks as necessary to transport Water to areas where needed in order to complete the work required by this Contract.”
The previous answer to Q&A from vendor 6. question 19 states use of Water must be metered and reimbursed to the government. There is no mention in the Contract that states Water needs to be metered. Answers to Questions from vendor no. 8
1. Fence line clarification
a. In question #18 of the original Q&A vendor no. 6 asked “how many feet on either side of fence shall be free of vegetation?” This part of the question was not answered. During the site visit, we were told 2 feet, which is not specified in the PWS. Please confirm.
b. What is the magnitude/scope of the vegetation removal; what is the Contractor responsible for? During the site visit it was described that the Contractor was responsible for certain sections.
Can we get a detailed list of these sections and the expectations that will satisfy the requirement?
c. There are large trees within the “2-foot” clearing area. Will the Contractor be expected to clear these trees?
Answer: The Contractor expects to clear the area that is identified at the beginning of the POP.
Yes. 2 feet from the fence where the fence is on the cemetery property. Property that butts up to privet property only trim the vegetation sticking through the fence.
2. CLIN 0002 specifies that there are 24,461 headstones while CLIN 0015 states 26,422.
Can you please confirm which is correct?
Answer: 26,422
3. Do the two-yearly cleanings listed in CLIN 0015 make up the CLIN quantity of 1 each?
Are we able to bill out at a rate of .5 for each cleaning, or can the quantity be adjusted to 2 each so we can bill out at the completion of each cleaning?
Answer: Bill per QTY once complete.
4. Likewise, with CLIN 0021 – Headstone Fine Tune Alignment. The response for question #17 of the original Q&A (submitted by vendor no. 6) states that work will be performed throughout the course of the POP and can only be billed out at the time of completion. Can this item be bid on as a per headstone unit, and billed out each month dependent upon the number of headstones completed during that month?
Answer: Will be split out on task order.
5. Are the headstones for the raise & realignment initial settings or second interments?
Answer: The headstone raises, and realignment is for headstones already set and need of Raise and realignment.
6. As a follow-up to question #5 of the original Q&A (submitted by vendor no. 6), is the yearly schedule for the Raise & realignment provided to the Contractor at one time or little by little throughout the year? Will work be issued in sections or by random headstones throughout the Cemetery? Please be specific, as we will need to factor in the appropriate manpower as well as the cost of a surveyor EACH time new orders are issued.
Answer: The quantity determined prior to the issuing of the task order. The COR will walk through with Contract to show sections that are required for Raise and realignment.
7. Will it be at the Contractor’s discretion as to the time of year we may perform a raise and realignment? The labor cost will differ dramatically if allowed to be done in the summer when the ground is soft versus being done in the winter when the ground is hard, and frost is a consideration.
Answer: The Contractor can start after Memorial Day. The Contractor must complete the Raise and realignment with that POP.
8. Will the Contractor be required to put seed down once a raise and realign has been completed?
If so, will the Contractor be responsible for watering the seed, and for how long?
Answer: Headstone raise and realignment will co-inside with turf renovation.
9. Will there be a designated area to dump soil that will be accumulated from various renovations/cemetery operations?
Answer: No.
10. As a follow-up to question # 8 of the original Q&A (submitted by vendor no. 6), the response maintains that the Contractor could effectively be responsible for watering renovated turf for up to 7 months if laid in April. The labor and cost of watering for that amount of time would certainly prove to be costly to the government. Is it to the discretion of the Contractor as to the time of year they may perform CLIN 0014 to be more efficient and provide a cost savings to the government? If not, do you have an example of the times of year and the approximate number of
sq. ft. that will be issued at a time?
Answer: The Contractor can start after Memorial Day. The Contractor must complete the Raise and realignment with that POP.
11. Since we won’t know the condition of the French drains/zip drains until a cleaning is being attempted, would the government consider a quote for an hourly rate for CLIN 0018 since the Contractor may only be able to clean 10 feet or 100 feet, depending on the condition?
Answer: No.
12. Are the section markers which are located throughout the Cemetery considered to be part of the monument and sign cleaning in CLIN 0025?
Answer: No. would be considered with the headstone cleaning
13. During the site visit it was mentioned that there might be a staging area available to contractors. However, the PWS states that there will not be an area provided and question #20 of the original Q&A (submitted by vendor no. 6) reinforces this statement. Can you clarify the availability of a staging area, indicate where it’s located, and how large the area will be? The cost of mobilization to move equipment and/or product to and from the Cemetery each day would be an enormous additional cost to the Contract. In addition, the constant set up and tear down of a project would slow down production. It could prove to be more effective and could also mean a vast cost savings to the Cemetery should a staging area be provided to the Contractor.
Answer: During the site visit, this was explained as temporary only. i.e. Contactor has a product arriving that will be used that day or the next.
14. As a follow up to Question #11 of the original Q&A (submitted by vendor no. 6), can you please confirm that the pressure washing requirement for the “curbs and sidewalks” are those that are only located within the monument area?
Answer: it is for the curbs and sidewalks within the Cemetery and by the admin build.
15. Once the responses for the 2nd round of questions have been released, contractors may need additional time to revise their technical proposal and/or adjust their quotes. Would you consider extending the deadline for submission to October 26th?
Answer: The solicitation deadline for quotes was extended in amendment 003.
