About this file

This is a Quick Quote request issued by the Southwest Virginia Regional Jail Authority (SWVRJA), a four-facility regional jail system housing approximately 1,620 inmates with 450 employees. SWVRJA is soliciting quotes for eight Pro-Straint Restraint Chairs manufactured by Pro-Guard, with two chairs designated for each of the four facilities located in Abingdon, Duffield, Haysi, and Tazewell, Virginia. The chairs must meet specific performance requirements including eight points of restraint, three restraint levels (no movement, partial movement, and full range of motion), conversion capability from stationary to mobile in one step, heavy solid steel frames with low center of gravity, 360-degree caster range of motion, and belt restraint systems with patented handles. Equivalent product offerings are acceptable provided they meet or exceed the specified requirements. All quotes, detailed product specification sheets, and supporting documentation must be submitted via the eVA website (www.eva.gov) or emailed to emoore@swvrja.com with copies to ahaynes@swvrja.com and cbrewer@swvrja.com no later than Wednesday, May 6, 2026, at 2:00 PM. All quotes must be submitted in PDF format. The chairs must be delivered and invoiced by June 24, 2026, with estimated delivery dates and delivery fees required in the initial quote.

Award will be based on the proposal deemed most responsive and of greatest benefit to SWVRJA, with the lowest-priced bidder not guaranteed selection. SWVRJA reserves the right to cancel the Quick Quote, reject any or all quotes at any time prior to award, and is not obligated to provide justification for rejection decisions. In the event of a price decline, SWVRJA requires that the benefit of such lower pricing be extended to the authority. Installation is not required, and the chairs must be delivered completely assembled and ready for use. Billing should be directed to the Southwest Virginia Regional Jail Administration office in Meadowview, Virginia, while the four shipping addresses correspond to each facility location.
