About this file

This is a Question and Answer document for a pool chiller lease and services opportunity for the U.S. Special Operations Command. The document addresses 14 questions about equipment specifications, installation requirements, and operational details.

Key details include: The chiller will remain onsite for five consecutive years but is used 46 days per occurrence, typically once or twice annually. The incumbent contractor is Carrier Rental Systems, Inc. (CAGE 6FPD6) under contract H9224020D0004. The pool is indoor, measuring 20 feet wide, 20 feet deep, and 90 feet long (300,000 gallons). The system must be standalone and cannot tie into existing filtration systems, with intake directly from the pool via PVC pipe. Installation requires 3-4 contractors for connections, setup, and supervision, while physical movement is handled by military personnel. The specific model numbers required are Carrier Systems 30XAB30XAB20069-04S53, 30XAB20269-06S63, and 30XAB20669-04S53. The site is within a WCM compound requiring escorts and advance notification for access, with 32 acres available for equipment staging.

Q&A_Pool Chiller H9224025R0003 Pool Chiller Lease and Services Q&A

NumberQuestionAnswer
1Will the chiller remain onsite for the full five consecutive years?Yes the intent is for the equipment to remain onsite for the length of the contract.
2Does the chiller need to be mobilized inside the facility and installed periodically, or will it function as a stationary unit throughout the contract term?Mobilized and installed periodically. Physical movmeent of equipment conducted by military personnel. All conections, set up, turn on, supervision done by contractors from start until pool has reached desired temp. Will require 3-4 contractors.
3Is there an incumbent contractor currently providing this service? If so, could you kindly share the contract number or other relevant details? For previous contract H9224020D0004, the incumbent contract is Carrier Rental Systems, Inc, CAGE 6FPD6, 7016 W Van Buren Phoenix, AZ 85043-3306.
4Can you provide the size and specifications of the chiller currently in use to help ensure compatibility and operational continuity?Pool Chiller Carrier Systems Model no: 30XAB30XAB20069-04S53, 30XAB20269-06S63, 30XAB20669-04S53.
5Can you provide a detailed description of the expected maintenance schedule and scope (e.g., preventative vs. corrective)?IAW owners manual of contracted equipment, done by the contractor. Only maintence conducted by military personnel is a daily visiual inspection to ensure no leaking HAZMAT.
6Are there existing constraints at the installation site, such as space limitations or access restrictions?Access is a WCM compound and will require escorts and information for site visits sent ahead. The required information will be sent at the time of award. No space limitations.
7Is this tank/pool indoor or an outdoor pool?Indoor pool however, high bay door will be required to stay open during pool chiller operations exposing pool to outdoor environment .
8It says the pool is 300,000gallons. Can you provide the surface area, or length, width and depths of the pool to calculate chilling capacity?Pool is 20 feet wide, 20 feet deep, and 90 feet in length.
9The PWS states our system has to be "stand alone", and not utilize the existing filtration system piping. Does the pool setup have a surge tank we can pull our intake water from for our stand alone pump?Intake water for the chiller comes directly from the pool via PVC pipe.
10The PWS states our system has to be "stand alone", and not utilize the existing filtration system piping. Are we able to tie into the existing return line via a pvc tee with isolation valve, or how does NAVFAC want us to best pump in the chilled water to the tank/pool?No you cannot tie into the filtration system. This system is not through NAVFAC, it's through the company Carrier. NAVFAC plays zero part and has no input to pool chiller operations. Intake from the pool is what the contractor sets up via PVC pipe because connection, either direct or indirect to existing systems will void NAVFAC's ability to conduct any maintenance on the pool or associated systems.
11How much space will be allowed to store/stage out chillers, pump and piping systems, and will it be indoor, outdoor, or outdoor and covered?Stored outdoors, chiller cannot be covered. Space available is 32 acres of government property only limited by length of hoses and cabaling.
12In the documents it asks for a annual cost?

Are you looking for a monthly cost to rent the equipment JAN-DEC? The ELIN pricing sheet is established to calculate a total cost; meaning if it is $1,000 per mont the rent the equipment then the total unit price would be $12,000, as the rental will be done on a yearly basis. The anticipated Period of Peformance is noted in the RFP document.

As ELIN A0002 it should equate to the Offeror's price for an individual visit in accordance with the PWS. Meaning each time a new Task Order is awarded for On-site Maintenance that unit price equates to the cost of that visit.

13The rental period is listed as 46 days for each use and intended to be used once maybe twice a year?Correct, historical usage has been 1 time per year and not more than 2. But based on it being maintained on compound, we would intend to reserve the right to increase that if operational requirements dictate the necessity.
14Has pool water been changed I was under the impression that it was a salt water. It's been fresh water since at least 2015.
