About this file

This is an Addendum 1 to a solicitation issued by the Rhode Island Department of Environmental Management (DEM), Division of Planning and Development, for final design, permitting, and construction specifications for salt marsh and habitat restoration at Parcel 8-3 in Portsmouth, Rhode Island. The addendum addresses four key clarifications regarding project scope: topographic and bathymetric survey requirements are limited to critical areas where grading or restoration work is anticipated, rather than the entire site, with existing one-foot contour topographic data from 2022 available through RI GIS; hazardous material sampling is not required, though consultants may propose soil or sediment sampling for physical properties as necessary for design purposes; federal funding through NOAA Restoration Categorical Exclusion H1 covers the design phase, with construction funding to be determined; and the project scope includes permit acquisition, with DEM requesting realistic and efficient timelines that may necessitate extensions to the grant funding schedule.

The addendum does not provide specific pricing information, budget parameters, or details regarding set-asides and incumbent contractors, which are addressed in the primary solicitation document. The project is federally funded through NOAA for the design phase, with the construction phase funding status pending determination. Interested firms were required to attend a mandatory pre-bid Teams meeting on March 12, 2026, at 2:00 PM, with inquiries directed to Kathy Missell at Katherine.missell@purchasing.ri.gov, and proposals were due by March 31, 2026.

QLV26006412 - DEM Restoraon Design for Parcel 8-3 In Portsmouth Addendum 1 - March 25, 2026

Questions and Answers

1. Could RIDEM clarify the areal extents ancipated for topographic and bathymetric survey? Can it be assumed this will only be necessary in crical areas where grading is proposed and not for the enre site?

Topographic data in one-foot contours from 2022 is available from RI GIS. Collection of additional topographic data is only necessary in critical areas where grading is likely to be proposed. Bathymetric survey is only necessary in critical areas where work (such as the salt marsh sill) is likely to be proposed.

2. Is the need for soil / sediment sampling and analycal tesng or hazardous material sampling expected as part of the scope?

Hazardous material sampling is not expected as part of the scope. Consultants may propose soil or sediment sampling and testing of physical properties as they see necessary for salt marsh restoration design or habitat enhancement.

3. Will federal funding be provided for this project? If so, what level of review under the Naonal Environmental Policy Act (NEPA) is known and/or ancipated?

Federal funding is being used for the design phase of the project and is covered NOAA Restoration Categorical Exclusion H1. At this time, federal funds are not expected to be used for construction.

4. Can DEM please clarify the permit deliverable(s) - is this project requiring final permit submission within the scope, or is it requiring permits must be acquired within the scope and schedule?

The project scope includes the acquisition of permits. An extension of the timeline for our grant funding may be necessary. Please propose a schedule that is based on an efficient but realistic timeline for receiving permits.
