About this file
This is a Quality Assurance Surveillance Plan (QASP) for contract support services provided to Commander Naval Surface Forces Pacific (CNSP) Public Affairs Office. The QASP establishes the Government's systematic method for monitoring contractor performance across four primary performance requirement standards (PRS), each with specific deliverables and acceptance criteria. The contractor must provide a current NIGHTS database user with case file management capabilities, including tickler updates and audit tracking; manage and update the Audit Assessment Program with 90% accuracy in response formats and timelines; create and process case files, audit tracking files, and correspondence with zero deviation from standard; and provide daily operational support for witness contact, meeting arrangements, facilities coordination, and virtual teleconferences for the Command Evaluation Program, also at 90% accuracy.
Performance will be assessed through multiple surveillance methods including random sampling, periodic inspections, and validated customer complaints, with observations conducted by the Inspector General. Acceptable performance is defined as meeting established schedules, deliverable specifications, and quality standards. Non-compliance triggers a Contract Discrepancy Report (CDR) process requiring contractor response within five days with corrective action plans. Failure to achieve satisfactory performance may result in contract or task order termination, loss of future Government contracts, non-exercise of available options, and the Government's right to require replacement or correction of deficient work at no additional cost. The Contracting Officer will use the contractor's past performance record and remediation plan to determine further action, with annual performance evaluations documented in CPARS or equivalent reports.
