Quality Assurance Surveillance Plan (QASP) for Defense Logistics Agency (DLA) Disposition Services (DLA DS) Ft. Bragg Performance-Based Lawn Maintenance

1. Purpose:

This document is to provide guidance on administering subject contracts such that the best possible quality in performance can be assured through appropriate surveillance and addressing of any performance failures as appropriate. The Acceptable Performance Level (APL) is the standard the U.S. Government (USG) expects the Contractor to meet throughout the life of the contract. In general, the DLA DS Ft. Bragg Lawn Maintenance contract will have APLs that will be used to measure Contractor performance, additional ones may be identified depending on the contract requirements.

3. Surveillance:

a. The primary method of surveillance for evaluating compliance is by Contracting Officer’s Representative (COR) reporting. The COR is responsible for reporting Contractor performance to the Contracting Officer (KO) promptly after the performance deadline has passed. The COR will provide when the action was required to be performed by the Contractor and the date it occurred. The COR shall also include what the negative impact of the Contractor’s failure to meet the APL was.
b. In instances where there are late completions of PM or CM, the COR shall determine if the late performance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the USG either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. In such cases as there is an excusable delay, the Contractor will be deemed to have made the APL for the period.

4. Reduction for Failed APL:

a. Throughout each performance period of the contract, the KO may take consideration for each instance of the Contractor not meeting the APL. As indicated in the APL matrix, the reduction for failure to meet APLs is the same in all performance areas. The consideration available is broad to give the KO full latitude to take consideration based on the effect of the non-compliance on site operations and frequency of not meeting the APLs.

b. In addition to the consideration and past performance annotation remedies available to the KO under the APL matrix, the government may use such measures as partial or full terminations under FAR 52.212-4, not exercising options, and ending a contract early without these measures as long as it has met its minimum government obligation for the period and a plan for a timely replacement contract is secured.

5. Combating Trafficking in Persons

The COR will monitor the vendor compliance with Combating Trafficking in Persons (CTIP) clause in accordance with DFARS PGI 222.1703(4), such that noncompliance with 52.222-50 is documented to the KO, utilizing and annually completing the CTIP checklist at DoD CTIP Website.
