About this file
This file is a Questions and Answers document for a Massachusetts Department of Capital Asset Management and Maintenance (DCAMM) Request for Response regarding Phase I Environmental Site Assessments for nine properties in Southeastern Massachusetts. The RFR seeks Phase I ESA services for nine residential properties, with work to be completed within approximately five-week periods per property as outlined in Section 6.0 of the solicitation. DCAMM will issue separate Notices to Proceed (NTPs) for individual properties when feasible; however, due to lease expiration deadlines, multiple NTPs will be issued concurrently for six homes with simultaneous lease expirations (three on August 31, 2026, and three on November 30, 2026). Proposers may complete Phase I ESAs concurrently for properties prioritized based on lease expirations and transactional considerations, with each property adhering to the five-week completion schedule.
The file clarifies that the number of asbestos-containing material (ACM) samples to be collected per property is not predetermined and will be determined at the discretion of the licensed asbestos inspector following site reconnaissance. The inspector must document the sampling methodology and testing needs in a Red Flag memo based on the type and quantity of suspected ACM identified during the assessment. DCAMM indicated that proposers may enhance their RFR responses by including written narratives describing their approach to each task, as this supplemental information would be beneficial for comparative evaluation purposes against other submissions.

Schedule Clarification
Please clarify proposed schedule. Section 6.0 states work is to be completed within approximately five weeks. Will separate notices to proceed be issued for each property, or does DCAMM intend for all properties to be completed within a five-week period?
Answer: Separate NTPs for individual homes will be issued when possible. However, there are six homes with leases expiring concurrently (3 on 8/31/26 and 3 on 11/30/2026) so NTPs for multiple ESAs will be issued out of necessity to meet acquisition deadlines.

Cost Estimation
For purposes of cost estimating, is there an estimated number of ACM samples that should be assumed per property?
There is no fixed number. The number of samples taken is left to the discretion of the licensed asbestos inspector following site reconnaissance. The inspector assigned to the project must determine testing needs based on the type and quantity of suspected ACM found. This should be documented in the Red Flag memo.

Project Timeline
What is the expected timeline for completing the nine Phase I Environmental Site Assessments? Is there a possibility all or some portion of them will be completed concurrently? We understand that certain properties may be prioritized based on lease expirations and/or other transactional considerations, and that each property will adhere to the five-week schedule outlined in Section 6.0 of the Request for Response.

Info to Include in Response
Would including an approach be helpful to DCAMM for evaluation of proposals?
Yes, proposers may include a written narrative for each of the tasks included in their RFR response. This supplemental information would be helpful for comparative purposes and in the evaluation against other RFR responses.
