About this file

This is a Question and Answer document related to the City of Pendleton, Oregon's 2025 Reservoir Coatings Project, addressing clarifications and technical inquiries submitted by prospective bidders between October 22 and November 6, 2025. The project encompasses comprehensive surface preparation, coating application, and rehabilitation of two municipal water storage tanks: a 1.8-million-gallon Water Filtration Plant Clearwell and a 1.1-million-gallon Southwest Reservoir. Key project specifications clarified include allowable work hours of 7:00 AM to 6:00 PM, prohibition of shop painting with all painting to occur on-site, requirement for 24/7 dehumidification equipment during blasting and coating operations, mandatory waterjet cleaning of all exterior surfaces followed by spot power tool surface preparation as needed, and forced cure per manufacturer's recommendations rather than a fixed 70-degree Fahrenheit requirement. Site visits can be scheduled with Scott Roe, and sealed bids are due November 13, 2025, at 2:00 PM local time with project completion required by June 30, 2026. The engineer's cost estimate is $1,716,000.00.

The procurement requires bidders to be Oregon licensed contractors and prequalified tank painting contractors, with Tank Painting Contractor Statements of Qualifications due by 5:00 PM on Monday, November 3, 2025. A revised prequalified Tank Painting Contractor list will be issued by addendum by close of business Wednesday, November 5. Two prequalified specialty contractors are required: a Tank Contractor and a Tank Painting Contractor, with single or dual painting contractors permitted if proposing different painters for each tank schedule. The project requires 5% bid security and first-tier subcontractor disclosure for subcontractors representing 5% of the total project amount or $15,000 (whichever is greater) or $350,000 regardless of percentage. Hazardous materials including lead are not anticipated, and disinfection following warranty inspections remains the contractor's responsibility. The completion date cannot be moved due to summer demand considerations.

Q: Where are these items 1-7 [Page 1 of SecƟon 14, Special SpecificaƟons, of the InvitaƟon to Bid] located in the plans?

A: This text was included erroneously and will be removed by addendum.

2025/10/31, F.D. Thomas, Niklas Calstrom

Q: What are the allowable work hours onsite?

A: 7:00 AM to 6:00 PM per SecƟon 14, Special SpecificaƟons, of the InvitaƟon to Bid.

Q: Where are designated crew parking areas?

A: There is space available at each site

Q: Is shop painƟng of new/refurbished steel allowed? SecƟon 05 50 00 - 2.6.C states that it will be leŌ up to owners rep discreƟon.

A: No shop painƟng will be allowed on the project. Text edit in Tech Specs to follow by addendum.

Q: Are we required to provide any access equipment (liŌs, scaffolds, etc) for interior or exterior warranty inspecƟon?

A: Yes. Text edit in Tech Specs to follow by addendum.

Q: Is disinfecƟon required aŌer warranty inspecƟon regardless if any coaƟng repairs are made? Who handles the cost of disinfecƟon if no repairs are made?

A: Yes. Per SecƟon 09 97 13.25, 1.12(C)(7), the Contractor is responsible for disinfecƟon.

Q: Why are we not allowed to clean/paint tank aŌer it is filled?

A: Drained tanks provide beƩer condiƟons for cleaning and coaƟng. We believe the Owner has provided ample Ɵme to complete all work while the tanks are drained.

Q: There is a piƫng inspecƟon and repairs callout in the paint spec under item 3.4-B.3.c. Is this meant to be a discovery item or is there an esƟmated amount of piƫng we should plan on filling?

A: Piƫng is not anƟcipated.

Q: There is some confusion between secƟons 3.4-A.11 which states that DH equipment may be used and secƟon 3.4-B.4.b which states 24/7 DH is required during blasƟng and coaƟng operaƟons. Can you clarify and confirm how DH equipment is to be used on this project? Is it 24/7 or as needed?

A: Defer to SubsecƟon 3.4(B)(4)(b) as the anƟcipated condiƟon. SubsecƟon 3.4(A)(11) allows for a possible alternate course of acƟon.

Q: Can you provide further clarificaƟon on secƟon 3.4-C in regards to waterjeƫng and hand/power tool cleaning? Is it the city's intenƟon to have the contractor 100% waterjet the full exterior followed by 100% hand/power tool cleaning? AddiƟonally, any areas of failed coaƟng to be further prepared according to SSPC-

SP11. Please confirm that is the intenƟon as it is a liƩle unclear whether hand/power tool cleaning is required aŌer the water jeƫng.

A: Per SubsecƟon 3.4(C)(2), waterjet cleaning is required on all exterior surfaces. Per SubsecƟon 3.4(C)(3), spot surface preparaƟon by power tool is as needed following the waterjet cleaning.

Q: Is there a quanƟfiable amount of shop prime damage that is allowed to be touched up in the field rather than fully redone? SecƟon 3.7-L states owners rep can reject factory finished items at their discreƟon

A: Not applicable to this project.

Q: Per secƟon 3.8-E, there must be 7 days of forced cure at 70*F. If temps are above or below that, do we follow manufacturer's recommendaƟon or does it have to be 70*F for 7 days only? 24/7 forced cure can be expensive and most of these coaƟngs will cure out at temps lower than 70*F

A: Cure per manufacturer’s recommendaƟon.

2025/10/29, F.D. Thomas, Nik Calstrom

Q: Do you plan to post a planholders list for this project?

A: It is on the city website (hƩps://www.pendletonor.gov/publicworks/bids-rfp/2025-reservoir-coaƟng-project)

Q: Is there going to be a site walk for interested parƟes to check out the site layout?

A: Yes, you can schedule a walk through with ScoƩ Roe (scoƩ.roe@pendletonor.gov)

2025/10/27, Mandros, Jarin Mandros

Q: We are in the process of geƫng our Oregon Contractors License, but will not have the license in hand at the Ɵme of the bid due date. Would the City accept a proposal from us if we were sƟll in the process of obtaining the license from CCB?

A: No

2025/10/27, Hancock Sandblast & Paint, Kenneth Schram

Q: Would it be possible to visit the site and look at the tanks in person? I’d like to get a beƩer sense of how much potenƟal SP-11 prep there may be on the exteriors for overcoaƟng.

A: Please coordinate with City.

Q: Is there any way we could be added to the specificaƟon as a pre-qualified painƟng contractor? We’d be happy to send over our prequalificaƟon packet for review.

A: SecƟon 4.00 contains some text errors. A revised SecƟon 4.00 will be issued by addendum. Any contractors not listed in the prequalified list who intend to bid on the project should submit a Tank PainƟng Contractor Statement of QualificaƟons to the City by 5:00 PM on Monday, November 3. An addendum lisƟng all prequalified Tank PainƟng Contractors will be issued by close of Wednesday, November 5.

Q: Do you happen to know what the exisƟng interior coaƟng system is?

A: The makeup of the exisƟng coaƟng systems is unknown.

Q: I noƟced there’s language regarding lead abatement in the specificaƟons, should we assume no lead for bidding purposes?

A: It is not anƟcipated that hazardous materials will be found on the Project. Any materials found to contain lead or other hazardous materials must be handled in accordance with the Contract Documents.

Q: Is there any flexibility in moving the compleƟon date to August or September? Performing the coaƟng work during warmer months would significantly reduce the need for heaƟng and dehumidificaƟon measures, which in turn would help keep overall project costs down. I understand this may not always be feasible due to summer supply demands, but I believe it could be a cost-saving opportunity worth considering.

A: The compleƟon date cannot be moved out any farther due to summer demand.

2025/10/22, T Bailey, Joe Doughty

Q: Can you please provide an engineer’s cost esƟmate for the project?

A: 1,716,000.00

Q: Page 13 in secƟon 05 50 00 has a detail for seal welding the raŌers to the roof plates but the scope of work in secƟon 33 01 13 doesn’t menƟon any seal welding. Please confirm if there is any seal welding scope required for this project other than what is called out in bid item B-2 for any holes in the roof from the cathodic protecƟon removal.

A: Per an updated detail provided with Addendum No. 2, there will be no seal welding involved with the raŌer support repair.

Q: In secƟon 4 bidder’s qualificaƟons, it states that the bidder shall complete the bidder’s qualificaƟons document and submit it with their bids along with the Statements of QualificaƟons Forms for the tank painƟng contractor.

SecƟon 2 has a link to a prequalificaƟon document that is to be submiƩed no later than 1pm the day BEFORE the bid opening, is this the same document that secƟon 4 requests to be submiƩed WITH the bid OR is it in reference to the Statement of QualificaƟons form that is included in secƟon 4?

A: SecƟon 4 refers to the Statement of QualificaƟons (SOQ) Form for the Tank PainƟng Contractor. This form is included in SecƟon 4 and is Ɵtled "SecƟon 02 20 20 – Tank PainƟng Contractor Statement of QualificaƟons Form”.

Q: The SOQ document that is provided is specific to painƟng contractors. If the bidding GC is not a painter, and the SOQ document is supposed to be included WITH the bid, is there an alternate form that should be used?

A: There is an error. The Tank PainƟng Contractor SOQ should be submiƩed by 5:00 PM on Monday, November 3.

Q: IF we are uƟlizing a painter that is already on the preapproved painter list do we sƟll need to turn in the painter SOQ document? The proposal seems to indicate that we only include the painter’s SOQ if they are NOT included in the preapproved list.

A: Bidder’s do not need to submit an SOQ if they are or are subcontracƟng a prequalified Tank PainƟng Contractor.

Q: SecƟon 4 also references a prequalified tank contractor list but the list provided is only for tank painƟng contractors. Below the painter list there is a note that an addendum will be issued on 11/7 that will update the prequalified painƟng list and also add three more prequalified lists for Reservoir Contractors, Transmission Main Contractors, and Controlled BlasƟng Contractors.

A: Any references to Transmission Main Contractors and Controlled BlasƟng Contractors were included in error and should be disregarded. A list of prequalified Tank Contractors will be provided by addendum.

Q: The proposal only has one spot to list the tank painƟng contractor, where are we to list the prequalified Reservoir Contractors, Transmission Main Contractors, and Controlled BlasƟng Contractors?

A: The proposal will be updated by addendum to include a line for Tank Contractor.

Q: Based on all of the above we are wondering if the only preapproved specialty contractor that requires being preapproved AND listed in the proposal is the painƟng contractor and the other three scopes were listed incorrectly?

A: This project requires two prequalified specialty contractors: the Tank Contractor and the Tank PainƟng Contractor.

Q: Can you confirm we are able to bid the project with two separate painƟng contractors, one for each schedule but the idea is for the City to award both schedules to one GC?

A: Both Schedules are to be included on the same Contract with one GC. One GC could subcontract one or two Tank PainƟng Contractors.

Q: Where should we list a second painƟng contractor if we are proposing to use a different painter for each tank?

A: The proposal will be updated by addendum to include a line for an opƟonal second Tank PainƟng Contractor.

Q: The first-Ɵer disclosure form only requests that we list first Ɵer subcontractors that are 5% of the total project amount proposed or $15,000, whichever is greater; or $350,000, regardless of the percentage of the total project amount proposed, please confirm that is correct and you are NOT wanƟng to see preapproved subcontractors shown on this document.

A: If the subcontractor is below the percentage and/or the dollar amount listed then they do not need to be listed on the document.
