This is Addendum No. 1 to the contract documents for the Water Filtration Plant Clearwell and Southwest Reservoir Rehabilitation Project for the City of Pendleton, Oregon, issued by Consor North America, Inc. on October 28, 2025. The addendum modifies bidding requirements and technical specifications for the 2025 Reservoir Coatings Project involving surface preparation, coating application, and rehabilitation of two municipal water storage tanks: a 1.8-million-gallon Water Filtration Plant Clearwell and a 1.1-million-gallon Southwest Reservoir. The addendum requires bidders to propose both a prequalified Tank Painting Contractor and Tank Contractor, with Statements of Qualifications (SOQ) due by 5:00 PM local time on Monday, November 3, 2025. Consor will issue an updated list of prequalified contractors by 5:00 PM local time on Wednesday, November 5, 2025. All bids must be submitted on Thursday, November 13, 2025, at 2:00 PM local time and must reference both specialty contractors to be deemed responsive; bids lacking this reference will be rejected as non-responsive. The project is scheduled for completion by June 30, 2026.

Prequalified Tank Painting Contractors listed include Coatings Unlimited, Inc., F.D. Thomas, Long Painting Company, National Industrial Painting, Inc., and Purcell Painting & Coatings. Tank Painting Contractors must demonstrate at least five successful welded steel reservoir painting projects within Oregon, Washington, and California during the past ten years, with a minimum of five projects at least 2,000,000 gallons in volume, and must provide a full-time, qualified field superintendent with experience on at least two similar projects. Tank Contractors must document at least five welded steel reservoir projects in the same geographic region, with a minimum of three projects similar in design and at least 1.5 million gallons in volume. The addendum adds the requirement that all work pertaining to steel tank structural elements, cut-outs, and door sheets must be completed by a certified welder employed by the Tank Contractor. Bidders must submit a Non-Collusion Affidavit, First-Tier Subcontractor Disclosure Form, and bid security of 5%; the City reserves the right to reject any or all bids and select the bid most beneficial to the City of Pendleton.
