About this file
This is Addendum No. 2 to the contract documents for the 2025 Reservoir Coatings Project issued by the City of Pendleton, Oregon, through Consor North America, Inc., the owner's design consultant. The addendum modifies the original contract documents effective November 5, 2025, and establishes bidder qualification requirements for specialty contractors. Bidders must submit Statements of Qualifications for two categories of specialty contractors: Tank Painting Contractors and Tank Contractors selected from Consor's prequalified lists or submitted with the bid for review. The prequalified Tank Painting Contractors include Coatings Unlimited, Inc., F.D. Thomas, Long Painting Company, National Industrial Painting, Inc., Purcell Painting & Coatings, Columbia Industrial Coatings, and Hancock Sandblast & Paint. Prequalified Tank Contractors include CB&I Storage Solutions, T Bailey, Inc., and Paso Robles Tank, Inc. Statement of Qualifications Forms must be submitted by 5:00 pm local time on Monday, November 3, 2025, to taylor.spencer@consoreng.com, with an addendum listing all prequalified contractors issued by 5:00 pm local time on Wednesday, November 5, 2025. Sealed bids remain due on November 13, 2025, at 2:00 pm local time.
The addendum also clarifies technical specifications by deleting the original project description that incorrectly referenced street and infrastructure construction work, replacing it with language specific to water storage tank rehabilitation. Modifications to Technical Specifications Section 05 50 00 eliminate shop painting of metal fabrications, while revisions to Section 09 97 13.25 regarding existing steel water storage tank painting require the contractor to provide all access equipment during warranty inspections. All bids submitted without notation of prequalified specialty contractors will be deemed non-responsive and rejected. Bidders must include references to both required specialty contractors on the bid proposal form to be considered responsive.
