About this file
This is a Questions and Answers document addressing industry inquiries regarding solicitation W912JM26QA008 for HRO Manpower/Advanced Data Analytics Integrator services with the Georgia Army National Guard at Clay National Guard Center in Marietta, Georgia.
This is a new requirement with no incumbent contractor or historical data available. The contractor must develop all analytics products from the ground up, including eight new capabilities: LWOP/RTD Product, Awards/QSI Dashboard, Military Buyback Product, Vacancy Fill and Projections Tool, AGR/Technician Voucher Reconciliation Product, Status of Funds Dashboard, Customer Action Tracker, and AGR/Technician Lifecycle Predictive Model. No security clearance is required, though contractor personnel must obtain Tier 1 background investigations and CAC issuance. The work location is Clay National Guard Center, Building 447, Marietta, Georgia 30060, with telework and hybrid arrangements authorized with prior government approval. Past performance in commercial workforce analytics will be considered relevant, though resumes are not required and minimum qualifications are not mandated; however, this is a tradeoff source selection where the government is willing to pay more for highly qualified workers. The government will provide direct access to GFEBS, FTSMCS, DCPDS, and Power BI environments within the Microsoft 365/GCC tenant, along with necessary licensing and data-storage resources via Microsoft 365. Analytic tooling such as Python or R is restricted to Government Network Standards, though such tools are available in the environment. The contract is subject to Service Contract Labor Standards under WD 2015-4471 (REV 35). Past performance submissions via CPARS are acceptable. The option to extend services for six months is unpriced and will not be included in price evaluation.
