About this file

This is a Question and Answer (Q&A) Set #4 document dated February 24, 2016, from the California Department of General Services (DGS) Procurement Division regarding Event ID #0000000119, which appears to be related to a helicopter procurement contract. The document addresses six bidder questions covering bid submission requirements, cost worksheet corrections, and contract terms. The contract period is specified as three one-year terms, with Year 1 running from contract start (example given as April 1, 2016) through March 31, 2017.

Several pricing worksheet issues are identified and addressed, including formula errors in cells M53, M61-M68, and confusion regarding the grand total calculations for three helicopters. The document clarifies bid submission procedures to the DGS Procurement Division in West Sacramento, with physical delivery required to the 2nd floor reception desk. The PCRC Worksheet requirements specify that bidders must provide information for each piece of equipment that fits within the product categories table, with an option to mark "N/A" if no components match the categories.

Event ID #: 0000000119 Question and Answer (Q&A) Set #4 Dated 2/24/16

Question and Answer (Q&A) Set #4

Item Bidder Questions State’s Response

4-1 Regarding IFB #52, Bid Submittal

Question: Can bids physically be brought in for submittal?

Per IFB #52. Bid Submittal: All bids should be sent via U.S.

Mail or carrier and addressed as follows:

DGS – Procurement Division Attn: Bid Room (Event ID #: 0000000119) 707 3rd Street, 2nd Floor, MS 201 West Sacramento, CA 95605

Note: Faxed bids will not be accepted for this solicitation.

Answer: Yes – they must be brought to the 2nd floor reception desk to the address above by the due date and time as stated in the IFB. Late bids will not be accepted.

4-2 Regarding Attachment 1 – Cost Worksheet, cell M53:

Complete the detailed line item data and costing in the pricing worksheet.

Correction: There is a formula error in cell M53 on "year 1, year 2, year 3" tabs. The formula in M53 is “=SUM(L42:L46)” which does not include all pricing for the roll-up of the Services Pricing. Missing pricing from L47:L52.

Corrected: A correction will be done to the cost worksheet and an Addendum will be issued.

4-3 Regarding Attachment 1 – Cost Worksheet, row 58:

Formulas in Pricing Worksheets roll up pricing for three helicopters per year.

Clarify: The description for the Grand Total on Row 58 of each tab is confusing. It says “1 Complete Helicopter” however the sum total in cell M58 is for 3 Complete Helicopters. Additionally, in the Year 1, Year 2 and Year 3 tabs on Row 58 – all state “Year 1.”

Clarification: A correction will be done to the cost worksheet and an Addendum will be issued.

4-4 Regarding Attachment 1 – Cost Worksheet, cells M61- M68: Complete the detailed line item data and costing in the pricing worksheet.

Correction: There is a formula error in cells M61 through M68 in the ‘Non-Mandatory Options’ section on all three ‘year’ tabs. The formula in cells M61 through M68 is multiplying the “Line Item #” in column A. Not accounting for the “Quantity” number in column B.

Corrected: A correction will be done to the cost worksheet and an Addendum will be issued.

4-5 Regarding Attachment 1 – Cost Worksheet: The bidder is asked to price 3 years in the PWS.

Question: What are the calendar dates for the start and stop of each contract year?

For example, assume Year 1 starts 1 April 2016, ends 31 March 2017 or does the contract year follow Fiscal Years (1 July 2016 through 30 June 2017)?

Answer: One year from the start of the contract (ex. April 1, 2016 thru March 31, 2017)

4-6 Regarding Attachment 9, PCRC Worksheet:

Question: Do we need to provide information for each CLIN # or piece of equipment on the aircraft to be proposed? Much of the aircraft itself contains a mix of different materials or components. Or can the entire aircraft be one line item? Please advise.

Answer: Provide information for each piece of equipment.

Check the product categories table (Tab 3). If you have a product that fits in that category, then complete the form. If nothing fits any of the categories, then you can do one line item that states “N/A”.
