About this file

This document is a Question and Answer session related to an RFP (Request for Proposals) issued by the Oregon Forest Resources Institute (OFRI) for public opinion research, Bid #S-62800-00008012. The research project aims to determine the general public's level of awareness about Oregon's forests and the forest industry. The research will include a mix of yes/no questions, multiple-choice questions, and open-ended questions, covering topics such as forest management laws, the importance of the forest sector to the local economy, and public concerns about forests and forestry in Oregon. OFRI is interested in the research firm's interpretation of the data and recommendations for effective public education strategies to address the public's interests and concerns. The research project will be conducted annually, including media campaign post-tests and focus groups, with a larger study on Oregonians' values and beliefs related to the forest sector every 5 years.

The related state and local contract opportunity covers public opinion research in several jurisdictions in Oregon, including Washington County and multiple areas within the city of Portland. The contract is open to interested research firms, and no specific pricing terms, set-asides, or incumbent information is provided in the document.

Q&A RFP/OregonBuys Bid #S-62800-00008012 Pre-proposal call September 28, 2023

1. What scale is OFRI looking for to gain from testing?

The testing scale will vary depending on the questions asked. We will ask a number of yes or no questions (Is it a legal requirement to plant trees after logging?). We have some questions with a given range of choices (would you rank this unfavorable, somewhat unfavorable, somewhat favorable, or very favorable). And we will have a few open-ended questions (tell us what you think is most concerning…).

2. Explain Section 2.4.2 (Recommending public educational strategies that address forest management questions and concerns based on research evaluation.)

OFRI is interested in the data, but we are also interested in the research firms’ interpretation of that data, and where they may see opportunities to address the public’s interests, concerns or awareness. Making OFRI aware of trends in the data over time, and natural breaks in responses will allow OFRI and the research contractor to have a conversation about what messaging might be most effective for educating the audience.

3. What are you looking for in the executive summary part of the proposal? Do you have specific questions or choices that you’re making that are priorities of the research?

The primary focus of OFRI’s research is to determine the level of awareness that the general public has about Oregon’s forests and how the forest sector works. Our questions range from testing awareness of basic forest laws (such as replanting and protection of water), to how important the forest sector is to their local economy, to what are their biggest concerns related to forests and forestry in Oregon.

4. What are the yearly projects?

Each year, OFRI does at least one research project, and often multiple. Every year we do a media campaign post-test. Every other year we test new creative messaging with a focus group. Every 5 years or so we do a much larger study on Oregonians’ values and beliefs related to the forest sector. And finally, as needed, we hold in-person focus groups to cover specific topics of interest that we need deeper conversations about.
