About this file
This document is a Q&A posting related to an Invitation to Negotiate (ITN) issued by the Florida Department of Transportation (FDOT) for a Bridge Health Dashboard project. The ITN outlines the requirements for developing a dashboard application on FDOT's GIS platform to monitor data from various bridge instrumentation systems across the state. Key details include alignment with FDOT standards, integration with existing systems, security and compliance considerations, pricing format, and response requirements such as page limits and content organization. The project is focused on the I-395 signature bridge, with monitoring to begin after construction is completed. FDOT maintains the necessary ArcGIS Enterprise and GeoEvent Server environments for the vendor to leverage.
The pricing for this $1 million project is to be submitted based on the defined task work orders, with no additional maintenance expected. FDOT is not willing to waive the bid bond requirement or alter the standard contract terms. Vendors are required to submit a separate confidential document for any information they deem exempt from public disclosure.

Q&A Responses Full
Question Answer
What are the specific IT requirements for the Bridge Health
Dashboard project?
Must align with Department standards as noted in Appendix
II.
Are there any preferred technologies, platforms, or frameworks that need to be utilized?
Please review FDOT standards.
Are there any integration requirements with existing systems or databases?
Already outlined in the ITN. See
Exhibit A and Appendix II.
Are there any specific security or compliance considerations that need to be addressed?
Please see Appendix II. Also fill out Exempt Documents
Request form 050-020-26.
Is it possible to change the Bid Bond requirement to be submitted once the contract is executed?
The Department does not intend to change the requirements of Section 36) Bid
Bond.
If the bid bond requirement cannot be waived for proposal submission, Section 4 Indemnity and Payment for Claims (Page
21) Item D, Performance and Payment Bond, could you please let us know which option is selected by FDOT?
The Department does not intend to require a performance bond.
What is the format of the price reply? See Exhibit C Preliminary Price
Proposal
How will pricing be evaluated in the selection criteria (How is it weighted?)
See Addendum No. 1
• Per ITN paragraph 23.1, responses are limited to 10 pages. Are the following items included in that 10-page limit:
o Title page o Transmittal Letter o Table of Contents o Resumes o Project Schedule o Required Forms (e.g., Bid Bond, E-Verify, MBE Planned
Utilization, Vendor Certification Regarding Scrutinized
Companies)
Only Technical Content will count towards the suggested
10-page limit.
The ITN does not give detailed instructions as to the required content of the Technical Reply. Are there any specific organization guidelines or content requirements (resumes, references, project methodology, etc.)?
Response is not constrained but should acknowledge items outlined in Appendix II
“....specialists to obtain data at the bridge” How often do specialists obtain the bridge data, and what format is it in?
This statement was referring to galvanic protection jackets, and the few impressed current cathodic protection systems not yet setup for remote monitoring. Data collection for systems requiring a field visit can be done just once during the project to make sure the dashboard is setup for gathering this data and that
FDOT staff or their consultants can add it. Formats may be various. Alternatively, the data most recently collected from the field for each system that does not have remote monitoring can be provided so that field visits for data collection are not necessary.
What is the projected completion date for construction and when will monitoring begin on I-395 signature? Is monitoring for
I-395 part of this contract?
Due to construction project delays most if not all of these instruments will not be installed and activated until after the dashboard project has been completed. Currently there are no active and monitored instruments on the structural elements.
Are the tables of data for dashboard widgets in the bid, published as feature services by FDOT? Or is the vendor responsible to prepare the data and publish as services?
The Vendor will setup feature services, FDOT will be the publisher.
Does FDOT maintain development and production environments for ArcGIS Enterprise?
Yes
Does FDOT use ArcGIS GeoEvent Server or ArcGIS Velocity? If so, are they available for this project?
FDOT does have ArcGIS
Enterprise and GeoEvent
Server. The tools and administrator of the tools are available for this project.
Is the remotely monitored bridge data elements automatically entered into the data tables published as feature services?
Depends on the type of instrumentation. The impressed current data is currently stored either on the memory of the modem on site then broadcast to FDOT-State
Materials Office once a week, or stored in the cloud, depending on the system that is being used. Data for other types of instruments can be accessed via weblink and come in table, or csv format. The
Vendor is to build the feature service.
Field Collection tools listed in Exhibit A, Section 2, are mentioned but not listed as a deliverable. Should Vendor include and price the field data collection tool in this bid
No, the field data collection tool is included/incidental to the completion of Tasks 3 - 5.
The Field Maps for ArcGIS tool is provided once logged into our ArcGIS Enterprise service.
Given the FDOT Development Standards, has the ArcGIS
Enterprise suite passed the SonarQube scan and are the
Operations Dashboard and Field Map tools approved for use? If not, when will the operations dashboard and field map tools be approved?
Only custom code would be subjected to SonarQube
Are camera feeds currently available to be embedded into the map? Please provide the links to these feeds.
Feeds are available and will have to be ingested in their current state.
What is the method to deal with missing, incomplete or corrupt data?
Proposal should include how conversion issues are proposed to be addressed.
Are assumptions considered statements that qualify or conditionally modify pricing and would cause us to be non compliant?….”Inclusion of statements qualifying or conditionally modifying Respondents pricing may cause Reply to be found non-responsive” allowed for clarification and not contingent or conditional?”
Pricing should be submitted based on the requirements of the each Task Work Order as specified in the Scope of Work documentation.
Is FDOT only interested in a training-the-trainer session (one-day workshop)? Is additional maintenance to be included in this contract?
Additional maintenance is not expected for this contract.
Are meetings (e.g. one-day workshop to train attendees) to be in person or online, (Zoom, etc.)?
Training/workshops is to be in-person. Other meetings can be remote.
what is the total amount that should not exceed for the total of all task work orders?
$1,000,000
Do the remote monitoring systems store data in a cloud data storage, and in a database or table format?
The impressed current data is currently stored either on the memory of the modem on site then broadcast to FDOT-State
Materials Office once a week, or stored in the cloud, depending on the system that is being used. Data for other types of instruments can be accessed via weblink and come in table, or csv format.
Are remote monitoring systems universal for each type, for example data schema and file types?
No, they are not universal.
Has the camera feed url been embedded in any other web resources?
FL511 and DIVAS.

All users authenticate with built in licensing or active directory authentication. Data sharing capabilities exist to share with individuals, groups, organization or the public.
Authorization for external applications would be discussed on a case by case basis.
6. ITN p. 4, section 1: ITN states, 'The dashboard shall be built on
FDOT’s GIS platform.’ Is there documentation available for developers regarding the GIS platform’s APIS, data structures, and integration methods?
Custom development must follow application development standards which can be found here:
https://www.fdot.gov/it/docum entsandpublications.shtm. The
Department has also deployed
Esri’s ArcGIS Enterprise and
ArcGIS Online along with Azure
SQL where data can be hosted and configurable applications such as Operational
Dashboards can be deployed.
7. Availability of data: Are all the data sources located in the same database?
No.
8. Availability of data: What is the data storage methodology, meaning: On-Premise or Cloud?
Azure Cloud
9. Data connections to dashboard: How can the dashboard be connected to the database and is it already connected to the GIS platform?
This question should be answered in the response to negotiate.
10. Data Processing: Are all the files already prepared in shapefile format (or desired format) or does FDOT expect the vendor to work on that?
There are files already prepared but may not obtain all the desired attributes.
11. Data Processing: Is the real-time data from weather stations and instruments already cleaned, or does FDOT expect vendors to own? In addition, what is the expected frequency of data updates?
Business decision and I am not aware of what cleansing they conduct now
12. ITN p. 4, section 1: ITN states, "The bridge link will include (...)
access to adjacent camera feed and weather stations": 1) Are these adjacent elements already defined or should vendors consider which ones are adjacent by proximity? 2) Are these elements linked to each of the bridges in Tables: 15, 16 and 17?
Business decision
13. ITN p. 28-29, section 2, Bridge Monitoring Instrumentation data: Is the instrumentation information linked to a specific bridge? Does FDOT anticipate selected vendor to work on matching instrumentation and bridge?
Business answer
14. ITN p. 28-29, section 2, Bridge Monitoring Instrumentation data: The document states “For those instruments without remote monitoring capability, a field data collection tool (e.g., Field Maps for ArcGIS) must be implemented so the dashboard can be updated with the data from those instruments”: Can
FDOT share what information would be interesting to include from field inspections apart from instrumentation data? (e.g.
weather, soil, visual inspection, …)
At this time we are not looking for additional data at these locations other than the instrumentation data.
15. ITN p. 12, section 23.1: Can vendors include a Cover Page, Cover Letter, and Table of Contents that is excluded from the
Technical Reply 10-page limit?
Only Technical Content will

10-page limit?
Only Technical Content will
17. ITN p. 8-9, section 10: ITN states, “vendors are requested to indicate their intention regarding MBE participation on the MBE
Planned Utilization form and to submit the completed form with their Reply.” Can FDOT confirm vendors are to submit the MBE
Planned Utilization form on ITN p. 60 as part of response in Step
Forms are not included in the suggested page limitations.
1, and, if so, that vendors can provide the form in an appendix that is excluded from the Technical Reply 10-page limit?
18. Will FDOT remove the requirement to provide a Bid Bond?
Offerors respectfully request FDOT’s consideration of this request given bid bonds are not typically required for the requested scope of work.
The Department does not intend to remove the language requiring a Bid Bond.
1. Will FDOT add the following language in quotations to the
Standard Written Agreement? "Except for claims, demands, and actions for personal injury or death and the Vendor's gross negligence, willful misconduct, and intentional wrongful misconduct, in no event shall the Vendor's liability in connection with this Agreement exceed the fees received by the Vendor under this Agreement.” This language proposes a limitation of liability. Claims for personal injury or death and the Vendor's gross negligence, willful misconduct, and intentional wrongful misconduct are carveouts from the proposed limitation of liability as such actions are assessed as egregious actions and unreasonable to subject to a liability cap. Any remaining losses are assessed as measurable, and an allocation of risk of economic loss has been proposed.
The Department does not intend to alter the language of the Standard Written
Agreement. See section
11)Contract Document "In submitting a reply, a respondent agrees to be legally bound by these terms and conditions. The Standard
Written Agreement contract terms and conditions are non-negotiable and shall take precedence over any vendor terms and conditions that conflict."
“A respondent must include any materials it asserts to be exempted from public disclosure under chapter 119, Florida
Statutes, in a separate electronic document labeled: Attachment to Invitation to Negotiate, Number DOT-ITN-24-9029-PB -
Confidential Material [respondent name].”
Please clarify this statement. Is the vendor to supply a second confidential copy “Attachment to ITN - Confidential Material + name” with ONLY content we mark as confidential, or a redacted proposal in its entirety, blackened except for non-confidential material? Shall the confidential material remain in the first, non-redacted “Technical Reply and Preliminary Price Reply” proposals or be extracted entirely from this draft?
Either is acceptable. A redacted copy or a document that shows all confidential material.
May we include, as an Appendix a sample project schedule – or will appendices count against the 10 pages?
Only Technical Content will
Please confirm that mandatory forms (i.e. Bid bond form, E-
Verify) do not count against the 10 page limit.
Forms are not included in the suggested page limitations.
