JANITORIAL SERVICES FOR THE U.S. EMBASSY MADRID, SPAIN

WAREHOUSE

QUESTIONS AND ANSWERS No. 3

November 24, 2025

Question 1: Establishment in Spain (Section A.2(2), p. 37 of RFQ) Our company is registered in SAM.gov and intends to subcontract performance to a local cleaning company that holds an active Spanish business license. Could you please confirm whether the Embassy would accept our representation of the subcontractor’s Spanish business license for compliance purposes? Alternatively, if this is not acceptable, we would request confirmation that establishing a subsidiary of our company in Spain within 15 days of award would meet the requirement.

Answer 1: Yes, documentation proving that the Spanish subcontractor’s possesses, at the time of award, all licenses and permits required to perform services in Spain will serve for compliances purposes. Establishment of a subsidiary in Spain within 15 days of award is not acceptable.

Question 2: Consumables and Facility Details

To prepare accurate pricing and logistics, we kindly request additional information on the consumables required under Section 1.3.1.2.1 of the RFQ: The total number and sizes of paper towel, toilet paper, and soap dispensers installed in the warehouse facilities. The number and sizes of trash liners required for bathrooms, offices, and warehouse areas. The total number of bathrooms requiring consumables, and an approximate estimate of daily usage (number of personnel or visitors expected).

Answer 2: These consumables will be furnished by the Government. Amendment no. 1 is being issued to reflect this.
