About this file
This document is a Q&A for the "Dredge Anderson" vessel removal contract issued by the Oregon Department of State Lands (DSL). The contract requires the successful vendor to safely remove, store, dismantle, and dispose of the Dredge Anderson vessel located in Rainier, Oregon. The RFQ specifies a mandatory pre-proposal conference and an optional site visit, with quotes due by September 18, 2024. The contract is expected to be awarded in October 2024. The RFQ outlines detailed submission requirements, including a summary of the project timeline, a plan for determining the vessel's safety, cost estimates, identification of project needs and risks, a breakdown of all labor and equipment costs, and a plan for handling hazardous materials.
The pricing proposal must be submitted as a separate document and include costs for personnel, travel, supplies, and administrative charges. The successful vendor will be required to obtain various insurance coverages before performing the work. The RFQ does not specify any set-aside designations or restrictions on the types of organizations that can respond. The current incumbent or contractor is not identified, and the RFQ does not provide any information on existing infrastructure or technology that requires integration. The RFQ also does not list a specific award value or budget range for the project.

Q&A
DREDGE ANDERSON
Proposed Questions:
a. Is full vessel deconstruction a requirement for contract fulfillment?
Yes
b. What will the State require for the verification of full vessel deconstruction?
Photographic and video documentation of hull in a non-repairable condition;
documentation of delivery of material to disposal/recycling facility
c. If the barge portion of the vessel is repurposed and not deconstructed, does the State hold any liabilities if it becomes an ADV again in the future? Or if there is a marine incident after being repurposed?
N/A
d. If Proposer is awarded the contract but does not have the required DEQ permit, how many days does Proposer have to acquire the permit before being deemed non-responsive?
Approximately 45 days from contract execution
e. If Proposer is unable to acquire the required DEQ permit in this timeframe, is the award granted to the next highest graded proposal, with the same timeframe?
Yes
f. If a non-Oregon based entity prevails and moves the vessel to another State and therefore is not required by RFQ to acquire a DEQ permit, how will Oregon monitor and ensure contract compliance?
It is incumbent on the contractor to ensure that all activities are in compliance with regulations.
How will the insurance requirements be addressed as Oregon’s “Workers’ Compensation & Employers’ Liability” is not the same as other States.
DSL will enforce the insurance requirements present in the applicable master services agreement.
g. If this other State has environmental rules and regulations that may be less effective than
Oregon, is this not unfair to the Oregon based proposals?
Level 3 - Restricted
