About this file
This is a Clarification No. 2 document issued by the Port of Cascade Locks in Oregon regarding a Request for Proposals (RFP) for Owner's Engineer and Project Manager services for the Bridge of the Gods Seismic, Safety, and Preservation Studies Project. The document addresses a question posed during the non-mandatory pre-proposal conference held on September 11, 2024, at 2:00 PM PST. The Port clarifies that proposers are expected to describe their approach to the project in their proposals, including how they will handle public outreach. Proposers may elect to conduct public outreach services in-house or procure them through specialty services contracts; the methodology should be clearly described in the submitted proposal. The proposal submission deadline was September 18, 2024, by 4:00 PM PST.
The clarification document does not address pricing terms, set-asides, incumbents, funding requirements, or contract amounts. This document serves solely as a procedural clarification to ensure all potential proposers understand the Port's expectations regarding the scope of services and the flexibility available to proposers in determining their approach to project delivery and stakeholder engagement.

ISSUED: September 11, 2024 Proposals Due Date: September 18, 2024 by 4:00PM PST Non-mandatory pre-proposal conference: September 11, 2024, 2:00PM PST via Teams
This Clarification is to answer the question posed during the non-mandatory pre-proposal conference on September 11, 2024, 2:00PM PST.
Question: For the Specialty Services in the RFP identified under Phase 1, would that include outreach or are you expecting to procure outreach services through this RFP?
Answer: The Port expects each proposer to describe their approach to the project, including outreach, in their proposal. If public outreach is a function that a proposer prefers to do in-house, or via a Specialty Services contract, is up to each proposer and your approach should be described in your proposal.
