About this file

This Q&A document from the Colorado Parks and Wildlife (CPW) addresses bidder inquiries related to Solicitation DQ 2027-0038 for the furnishing and delivery of Class 6 and Class 5 road base materials to Lee Field in Cameo, Colorado. The solicitation requires vendors to supply aggregate road base materials meeting specific size classifications: Class 5 materials must include rock greater than 0.75 inches up to 1.5 inches, while Class 6 materials must contain no rock greater than 0.75 inches. Materials meeting both specifications will be accepted, though CPW reserves the right to inspect materials at the vendor's pit. Deliveries may be made using end dump, side dump, belly dump trucks, or any combination thereof to accommodate the full quantity of road base required. The typical timeline from bid closure to purchase order issuance is approximately five days.

The solicitation requires the awarded vendor to furnish and deliver all materials directly; alternative arrangements such as the vendor providing only hauling services while the state purchases aggregate directly from a pit are not acceptable under the current solicitation structure. No information regarding pricing terms, contract duration, specific material quantities, or funding sources is contained within this Q&A document.

Q&A

DQ 2027-0038

Furnish and Deliver Class 6 Road Base and Class 5 Road Base

1. If a Class 6 base material meets both a class 5 & class 6 specifications, will that material be accepted for the class 5 material?

The intention is for Class 5 material to include rock greater than 0.75-inches up to 1.5-inches and for Class 6 materials to include no rock greater than 0.75-inches. A material meeting both specifications will be accepted, but CPW does still reserve the right to inspect the material at the awarded vendor’s pit.

2. Can delivery be in End Dump, Side Dump or Belly Dump? And can delivery be in a combination of truck types?

Yes, delivery can be completed through a combination of end dump, side dump, and belly dump trucks as needed to provide the requested amount of road base material.

3. How long after the intent to award will the PO be issued? (looking for rough delivery schedule)

Typically from bid close to a PO being issued the process takes around 5 days.

4. I wanted to float an alternative that might save the State money and simplify logistics: Instead of me furnishing the material, CPW could open an account (or use a credit card) directly with a local pit. I would then just provide the trucks and drivers on an hourly or per-load basis and haul the material to the site. This way the State buys the aggregate at pit price and only pays me for the hauling.

Would CPW be open to considering this structure, or does the solicitation require the vendor to furnish the material?

The awarded vendor will be required to furnish and deliver the road base.
